Description

The contractor shall provide personnel, tools, materials, supervision, and other items and services necessary to perform Military Family Housing Refuse/Recycling Services on Dover AFB, Delaware. Performance includes but is not limited to refuse collection, disposal and recycling services. Recyclable materials include those items which have useful physical properties after servicing their original purpose and can be reused for the same or other purpose and include office paper, aluminum beverage cans, tin, cardboard, plastics items glass bottles and jars, drink boxes, textiles. The main elements include recycling center operation, scheduled pick-up at recurring locations, and curbside, yard waste and Christmas tress recycling. The initial contract period shall run from 1 February 2001 -- 30 September 2001. Option year One is 1 October 2001 -- 30 September 2002. Option year two is 1 October 2002 -- 30 September 2003. Option year three is 1 October 2003 -- 30 September 2004. Option year four is 1 October 2004 -- 30 September 2005. The Standard Industry Code (SIC) is 4953. The proposed solicitation is unrestricted. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation will be available over the Internet only, NO HARD COPIES WILL BE SENT. All prospective offerors must have a commercial and government entity (CAGE) Code and be registered with Central Contractor Registration (CCR -- http://ccr2000.com/). Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The government award will be based on "best value" with the evaluation factors to be set forth in the solicitation. The government reserves the right to award to other than lowest price. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
