Description

The Fleet & Industrial Supply Center Puget Sound has a requirement for the following Sherwin Williams paint products part numbers: 1) B62W210/B62V210 topcoat, color white, ultra high solids epoxy paint, 1250 gallons; 2) B62W210/B62G210 topcoat, color aqua, ultra high solids epoxy paint, 2015 gallons; 3) B62V210 hardener, color clear, ultra high solids epoxy paint, 200 gallons. The paint shall be manufactured in accordance with MIL-PRF-23236. QPL-23236-70 and QPL-23236-72 shall apply. This acquisition will be solicited on a sole source basis to Sherwin Williams or their authorized distributors as the Puget Sound Naval Shipyard (PSNS) has a large quantity of Sherwin Williams Duraplate UHS primer, part number B62H210, already on hand and will utilize this primer with the topcoat paint being acquired for the USS Nevada project. PSNS requires that the primer and topcoat be from the same manufacturer to ensure that the paint will bond together properly. Delivery to PSNS shall be required within 2 weeks after award. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any manufacturer other than Sherwin Williams (and on the QPL), in response to this notice, must provide both documented evidence that their product will properly bond to the Sherwin Williams primer and a written guarantee to that effect. This acquisition will be solicited utilizing the procedures of FAR Part 12, Commercial Acquisition. In accordance with FAR 5.203(h), the RFQ closing date has been reduced to 10 days from the publication of this announcement. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link "www.neco.navy.mil". All offerors, are responsible for downloading their own copy of the RFQ from this website (WinZIP is required) and to frequently monitor that site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to "victor_b_angkico@puget.fisc.navy.mil" will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Any responses to this sole source notice shall additionally be submitted to the above email address. It is anticipated that the RFQ will be issued on or about 06 Dec 00 and close on or about 14 Dec 00. Note 23 applies.
