Description
17. In a FULL AND OPEN COMPETITIVE Request for Applications (RFA) to be issued soon on the Electronic Posting System (EPS), the U.S. Department of Transportation, Federal Highway Administration (FHWA)will desire Applications from local jurisdictional governments (cities, counties, municipal planning organizations, or other local jurisdictions), to demonstrate and evaluate the effectiveness of a comprehensive pedestrian safety engineering and Intelligent Transportation System-based countermeasures program for reducing pedestrian fatalities, injuries, conflicts and other surrogate measures. The program will use the recently developed Pedestrian/Bicyclist Crash Analysis Tool (PBCAT) for the analysis of pedestrian crashes. The PBCAT software package is available at the following website, www.walkinginfo.org. Award(s) will be made to determine the effectiveness of the combined pedestrian safety engineering and ITS countermeasures program. Pedestrian safety engineering and ITS countermeasures shall be demonstrated and evaluated to determine the impacts on reducing the pedestrian fatalities, injuries, conflicts and other surrogate measures within the local jurisdiction. The award(s) will consist of two phases. Phase 1 primarily consists of the development of a _Problem Identification and Countermeasure Selection Plan_. Phase 2 consists of the implementation of the countermeasures as identified in Phase 1 and data collection to assist in the evaluation. Phase 2 is optional, and that option will be exercised at the discretion of the FHWA. Applicants will be required to provide at least 20 percent match to the federal funding, and show compelling written evidence that working relationships are established and that the lead agency has full control for deploying pedestrian safety engineering and ITS countermeasures as identified. The U.S. Department of Transportation, Federal Highway Administration is interested in sites where there is a significant pedestrian crash problem in general, and a range of specific pedestrian issues and conditions that would be amenable to alternate solutions that could be deployed in multiple locations so that the effects could be observed and evaluated. Jurisdictions should possess a population of at least 200,000. The FHWA anticipates making multiple awards under this Request For Applications (RFA). The ENTIRE RFA will be published on the Electronic Posting System (EPS) at HTTP://WWW.EPS.GOV. Therefore, all prospective Applicants are instructed to obtain the RFA from this source. The FHWA does not plan to issue any HARD copies of the RFA to any prospective Applicant. Prospective Applicants are instructed not to send letters, faxes or e-mails requesting the RFA. Telephoned, e-mailed and faxed requests for the RFA will not be accepted. Any subsequent AMENDMENTS to the RFA will likewise be published on the EPS at the Internet address referenced above. The U.S. Department of Transportation, Federal Highway Administration does NOT plan to mail out any HARD COPIES of any such Amendments. It shall be the responsibility of each prospective Applicant to closely and frequently MONITOR the EPS for any possible Amendments. It is currently ESTIMATED that the RFA will be posted on the EPS by December 18, 2000. However, the ACTUAL due date for the FHWA's receipt of Applications will be STATED in the RFA. THE RFA WILL BE FULL AND OPEN AND COMPETITIVE. There is NO INCUMBENT.*****
