Description
FDIC is seeking sources to indicate interest in providing a commercial-off-the-shelf (COTS) software product or system to provide a Corporate-wide XML based messaging architecture. This system would provide an infrastructure that would work with all FDIC applications on all platforms, and with data from all business partners, both private and governmental. This is not a request for competitive proposals. The purpose of this notice is to develop a list of qualified firms that can provide this service. A response to this request for information does not guarantee that a firm will be solicited on any solicitation issued as a result of this request for information. Requirements: The COTS software and/or system must at a minimum; 1. Use XML as the message structure for the product or system. The FDIC wants to use XML technologies in their native format, rather than translated into an intermediary format and back again. . 2. Provide a means to leverage the FDIC corporate metadata repository, Platinum, as the store for all XML metadata, and to provide a dynamic link for all transformation transactions. 3. Leverage the existing Microsoft MSMQ message queue architecture at FDIC, or show a compelling reason(s) for change. 4. Provide a message queue capability for the FDIC mainframe and for Sun Unix. 5. Provide a standard interface for transformation of XML data to and from native legacy applications such as DB2, MS SQL, Oracle and Documentum, non-XML message formats such as EDI X.12, and external XML message formats such as XMLEDI, XBRL, ebXML and similar. 6. Employ a publish and subscribe message capability 7. Employ XML standards, as defined by the W3C. 8. Provide a means for routing XML based messages according to business rules established by the system. 9. Provide a software toolkit and programmers API that will allow FDIC to tailor the interfaces to other applications 10. The FDIC would also like the vendor to address in a short narrative the following issues for enterprise wide adoption and expansion: a. Performance statistics b. Scalability c. Migration to future W3C and emerging XML standards The FDIC technical environment consists of multiple platforms; e.g., a centralized IBM mainframe, a centralized and distributed client/server network running Microsoft NT , Sun Unix, and desktop PCs. These platforms are connected by a private wide area network and numerous local area networks through TCP/IP. The FDIC has existing legacy applications, two and three tier network based applications, data interchange with other Federal and state agencies, and data interchange with the banking industry. The software and the system must be compatible with the FDIC technical environment; however, at this point the FDIC is interested in solutions that may involve minor modifications. The FDIC would like to receive all responses by Friday, December 1, 2000, no later than 2:00 p.m. local time. Also, please provide information as to whether the product is available on GSA schedule. Responses should be ten single-spaced pages in length or less. Firms responding to this announcement which fail to provide the required information may not be considered for inclusion into any resulting source list.
