Description

This solicitation will be available for downloading from our website beginning approximately 29 January 2001. Prior to this date, you will not be able to access this solicitation. When available, copies of this solicitation can only be obtained from the NSWC, Indian Head Division Internet web page. To register for this solicitation, you must e-mail the following information directly to Michael L. Burch at burchml@ih.navy.mil, this information will be obtained for the bidders list only. The bidders list will be issued to all interested parties once the solicitation has been released. Solicitation number (in subject line of your e-mail); name of the requestor; organization name, address, telephone and fax number; and your e-mail address. Use your e-mail read notification feature to confirm the Contract Specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitations and amendments. Once the solicitation has been issued on the internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading of the internet. This procurement will Engineering, analysis and evaluation, system implementation, installation, maintenance and program management in support of data/information management systems. The award shall be based on "Best Value". The Government will determine best overall value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offeror Submission; (2) Offeror Capability (3) Price or Estimated Cost and Fee. Under the Offeror Capability the offeror will be evaluated on the following: (1) Personnel Resources (2) Relevant Experience (3) Past Performance (4) Facilities (5) Understanding of the Work (Oral Presentation). Oral presentation will be determined by the Government, if necessary to further assess offeror capability/understanding of the work. This contract will be a Cost Plus Fixed Fee, IDIQ, Completion type contract for one base year and four option years. A total of 301,760 labor hours are estimated for the base and option years.
