Description
The Naval Air Systems Command, Patuxent River, MD intends to procure on a sole source basis from Logic, SpA, Milan, Italy, Engine Condition System components which are installed into the H-46 series Helicopter. The procurement approach being considered is a Firm Fixed Price (FFP) Base Award with two (2) separately priced FFP Option Items. The intended solicitation shall include the following: Base Award: Item 0001 -- Control Boxes, P/N BCL 20-3, Quantity of one-hundred eighty-three (183) each; and Item 0002 -- Quadrants, P/N MCH-30-3, Quantity of ninety-two (92) each. Option Item One: Item 0101 Control Boxes, P/N BCL 20-3, Quantity of one-hundred twenty-seven (127) each; and Item 0102 -- Quadrants, P/N MCH 30-3, Quantity of sixty-four (64) each. Option Item Two: Item 0201 Control Boxes, P/N BCL 20-3, Quantity of fifty-nine (59) each; and Item 0202 Quadrants, P/N MCH 30-3, Quantity of thirty (30) each.. The authority to permit other than full and open competition is FAR.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a critical safety requirement due to engine roll-back incidents in the H-46 helicopter that have resulted in high failure rates, high repair costs and long turn around times. Logic SpA is the designer and manufacturer of these components and is only firm that possesses the necessary knowledge, experience, and technical data required to supply these components within the limited time constraints of the Navy.
