Description
This is combined sysopsis/solicitation for commercial products/service prepared in accordance with the format of FAR subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the solicitation, price quotes are being requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses identified in FAR subpart 12, FAC 97-20, as required. This solicitation is a Small Business Set-Aside. The Standard Industrial Classification (SIC) is 3612, 750 employees. The Pole Mounted Tranformers are for the Bureau of Indian Affairs, San Carlos Irrigation (SCIP), Coolidge, Arizona. This project will be procured using commercial item procedures. This procurement is to furnish materials and transportation for the following items. The item details are provided in the following order: Line Item Number, Unit, kVA Rating. In your qoute, please provide a Unit Price, Total Cost for each line item, Delivery in Weeks for each line item, No-Load Losses in Watts per line item and Load Losses in Watts per line item. Line Item 001-008, Primary Voltage -- 12,470 Y/7200, Secondary Voltage -- 120/240 Volt AC. Line Item 009-014, Primary Voltage -- 12,470 Y/7200, Secondary Voltage -- 240/480 Volt AC. Line Item 015-020, Primary Voltage -- 12,470 Y/7200, Secondary Voltage -- 480 Y/277 Volt AC. Accessories, type & special requirements for ALL items are Two (2) 2-1/2% primary taps above and below rated voltage & Two (2) primary bushings. 001, 15 each, 10; 002, 50 each, 15; 003, 115 each, 25; 004, 115 each, 37.5; 005, 48 each, 50; 006, 23 each, 75; 007, 16 each, 100; 008, 16 each, 167; 009, 15 each, 15; 010, 24 each, 25; 011, 18 each, 37.5; 012, 6 each, 50; 013, 18 each, 75; 014, 12 each, 100; 015, 21 each, 15; 016, 30 each, 25; 017, 36 each, 37.5, 018, 24 each, 50; 019, 24 each, 75; 020, 24 each, 100. All transformers shall comply with the most recent publication of the following specifications: REA Specifications for Real Distribution Transformers, D-10; ANSI/IEEE General Requirements for Liquid-Immersed Distribution, Power and Regulating Tranformers C57.12-2000; ANSI/IEEE Requirements for Overhead-Type Distribution Transformers 500kVA and smaller: High Voltage 34,500 volts and below: Low Voltage 15,000 volts and below, C57.12.20-1997; ANSI/IEEE Standard General Requirements for Liquid Immersed Distribution, Power and Regulating Transformers C57.12.00-1993; ANSI/IEEE American National Standard for Overhead Distribution Transformers, 500 kVA and Smaller: High Voltage 34,500 volts and below: Low Voltage, 7970/13 800 Y Volts and below-Requirements C57.12.20-1997; ANSI/IEEE Guide for Loading Mineral-Oil-Immersed Overhead and Pad Mounted Distribution Transformers Rated 500kVA and less with 65 degrees C or 65 degrees C Average Winding rise C57.91-1981 (Reaff.1991); NEMA TR-1 Transformers, Regulators and Reactors. In addition, the transformer(s) shall be of a manufacture and type included in the most recent REA bulletin 43-5 "List of Materials Acceptable for Use on Systems of REA Electrification Burrowers". ALL TRANSFORMERS SHALL INCLUDE the guaranteed average no-load and load-losses. The successful supplier shall provide free of charge a certified test report giving the no-load losses of all transformers tested in accordance with C57.1290-1993; section on load-losses. If the average no-load or load-losses exceed the guaranteed values, SCIP may either reject the batch of transformers or reduce the purchase price by 1.25 times above the quoted respective loss values. The transformer(s) shall have mineral oil insulation with LESS than two (2) parts per million polychlorinated biphenyls (PCB's) and labeled with "NON-PCB INSULATING OIL". All items shall be shipped to the San Carlos Irrigation Project, 13805 N. Arizona Blvd., Coolidge, Arizona 85228. Required delivery date is 120 days from notification. Require FOB destination quote. Quotes are due by December 15, 2000, 4:00 p.m. (local time) at the address listed. Faxed quotes will be accepted.
