Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F8IERA03070300, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The Government intends to negotiate a sole source purchase order with Panasonic Industrial Company, Syracuse, New Jersey. The purchase includes service to/for three (3)UD-7900M Panasonic TLD Readers (including two (2) semi-annual preventative maintenance visits, labor, travel, subsistence, spare parts and 72 hour response(excluding weekends) time) and one (1) UD-794A Auto Irradiator (including two (2) semi-annual preventative maintenance visits, labor, travel, subsistence, spare parts and 72 hour response (excluding weekends) time). Requirements are for delivery FOB destination to AFIERA/SDRD BLDG 140, Brooks AFB, TX for the period of performance 11 December 2000 30 September 2000. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be constructed by the Government as an inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves that right to award a purchase order without discussion. Selection will be made in accordance with Federal Acquisition Regulation (FAR) /Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers.
