Description
NASA/MSFC plans to issue a non-competitive Request for Proposal (RFP) for two Channel Wall Nozzle studies to support the Space Shuttle Main Engine project. NASA/MSFC intends to purchase the studies from Aerojet and from Rocketdyne Propulsion & Power/The Boeing Company. The Justification for Other than Full and Open Competition is made pursuant to FAR 6.302-1 which implements 10 U.S.C. 2304(c)(1) which states that when services required by the agencey are available from only one or a limited number of responsible sources and no other types of services will satisfy agency requirements, full and open competition need not be provided for. The goal of this study is to identify and reduce the design and process risks associated with a channel wall nozzel for the Block III Space Shuttle Main Engine. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. (It can be viewed at the following URL: http://cbdnet.access.gpo.gov/num/note.html.) The RFP will be released on or about December 15, 2000. See Note 22. (It can also be viewed at the URL noted above.) Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 14, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
