- Synopsis/Evaluation Criteria Architect-Engineer Services are required for an award of an Indefinite Delivery Indefinite Quantity type contract for design of various alterations, repair and maintenance and studies type projects at Shaw AFB, SC. The NAICS Code is 54133. The Contracting Officer may elect to award multiple contracts (up to five) from this single synopsis. These services include Title I Services (field surveys and investigations required to obtain design data, preparation of plans and specifications) with an option for Title II Services (supervision and inspection of construction, review of construction contractor submittals ad shop drawings, preparation of as-built drawings) and Title III Services, which provide for the study or master planning of a project. These services are for a variety of projects that encompass any and all of the engineering disciplines. The contract will cover a one (1) year basic ordering period with four (4) one-year option(s). Delivery Orders, which will be firm fixed price, may be issued on an as required basis for one (1) year from the award date of the contract (basic year) with four (4) one-year options. The total fees will not exceed $750,000.00 for each year, with no individual Delivery Order exceeding $299,000.00. Total fees of $5,000.00 are guaranteed in the basic year only. The successful firm is expected to have the capability to perform 50% or more of the contracted services using their in-house personnel. The DOD policy for selection of Engineering firms shall not be based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the satisfactory performance of the services required. Significant evaluation factors (all are of equal importance): 1). Capacity to accomplish the work in the required time. 2). Prior work experience at Shaw AFB. 3). AutoCAD 2000i or Architectural Desktop 2i (or later) and Internet posting/updating capability. 4). Cost control effectiveness indicated by the A-E's ability to provide cost working estimates that were within plus/minus 10% of the awarded low bid on project bids in the past year. 5). Specialized experience and technical competence of the team proposed for this project (including outside consultants) in related design areas of renovation, alteration, upgrading and repair of commercial, industrial and housing facilities. If applicable, demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 6). Past performance on contracts with Government agencies and private industry in terms of cost control (describe the process and qualifications of key persons responsible), quality of work, and process for compliance with performance schedules (and key individual responsible). List previous contracts and include the name and telephone number of the person who was the point of contact representing the Government or private industry contact. 7). Availability of experienced key personnel, and consultants, and the number of years the consultants have worked with the firm. Professional qualifications necessary for satisfactory performance as demonstrated by education, experience, registration and management ability of personnel assigned to this contract and any applicable outside consultants. 8). The engineering firm should be located within a 200-mile radius to Shaw Air Force Base located at Sumter, South Carolina. 9). Innovative design capability indicated by receipt of a design award from a nationally recognized group within the past five years. 10). Volume of work (total A-E fees) previously awarded to firm by federal agencies, in the most recent fiscal year. It is estimated that this contract will be awarded in May of 2001. A-E firms, which meet the requirements described in this announcement, are invited to submit completed SF 254, Architect-Engineer and Related Services Questionnaire and SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project (required for this project). All information relating to the firms_ qualifications must be contained in the Standard Forms. Inclusion by reference to other materials is not acceptable. The SF 255 is limited to the eleven pages of the form itself plus five additional pages of information concerning the firms_ qualifications related to this specific contract. Response by submittal of two (2) copies of Standard Forms 254 and 255 must be received no later than 4:30 PM EST, 4 January 2001. Firms desiring consideration shall submit appropriate data as described in Numbered Note 24. This is not a request for proposal (RFP).
