- Description
- The Government has a requirement for professional A/E Services, with IH Services, to provide professional engineer design for Project 646-01-108U, "Renovate 2C for Research" at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Services include field investigation, design, preparation of contract drawings and specifications, construction cost estimate and construction period services as owner's technical representative. All designs to be done in accordance with NFPA, VA guidelines and directives, VA master specifications and all other applicable codes. A/E is responsible for site survey to evaluate existing conditions and provide coordination, review, and consultation services thru completion of the entire project; providing professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specifications and drawings with monitoring in appropriate areas and construction period services. A/E shall review existing VAMC as-built information; perform site investigation surveys; prepare drawings and specifications; attend design review meetings and provide consultation on questions; submit report with recommendations/options for replacement complete with cost options; prepare Schematics, Design Development (with reviews at 25%, 50%, 75% and 100%), and Construction Documents. Design submissions shall include at 5 copies of drawings, estimates and specifications. Thirty (30) sets of Construction Documents (specifications and drawings) are required. Drawings shall include required notes, details, legends, locations of equipment, etc. and are to be done using AutoCad V.14. Specifications shall include all applicable specification sections and shall be done in Microsoft Word. In Construction period Services A/E shall review all Contractor-submitted information; review shop drawings, technical data, cost proposals, RFI's submitting comments to the VA Project Engineer and providing cost estimates and necessary sketches; provide coordination, review and consultation services thru completion of the entire project. A/E shall witness acceptance tests where required and perform interim site visits/inspections with the project engineer to ensure work is being completed in accordance with contract requirements, and furnish site visit reports to the project engineer. At completion of the project, A/E shall provide accurate As-Built Drawings in AutoCad format and one complete set of mylar as-builts. Procurement is set-aside for emerging small business; the NAIC Code is 541330 and the small business size standard is $4.0 million. An emerging small business is one whose size is not greater than 50 percent of the size standard applicable to the NAIC Code assigned to the procurement. Area of consideration is limited to a 60-mile radium from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. The construction cost estimate is between $250,000 and $500,000. Award will be to the firm judged by the VA to be the best qualified for the work. See Numbered Note 24 with additional factors: evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost; reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; record of significant claims against client because of improper or incomplete architectural and engineering services and specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team with area of consideration limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This is not a request for proposal. All interested, responsible and qualified emerging small business firms within the geographic limitation desiring consideration should submit 3 copies of SF254 and SF255 to the attention of Marian Ropelewski (04A1-H) at the above address to be received no later than COB (4:30 PM local Pgh. time) on January 2, 2002. Award is subject to the availability of funds.
