Description

The Army has identified certain positions in the Fort Monmouth Garrison Directorate of Logistics (DOL) as recurring commercial activities under the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities." The United States Army Communications-Electronics Command (CECOM) will issue a Request for Proposals (RFP) for Supply, Equipment Management and Material Services for DOL functions in support of activities resident at Ft. Monmouth and the Charles Wood Area in Monmouth County, New Jersey. The Government intends to select a Firm-Fixed Price (FFP) proposal from one offeror to compete against the Government's Most Efficient Organization (MEO). The DOL functions subject to competition include the performance of management functions of the installation accountable property officer; the application of stock control policies and procedures; the receipt inspection, storage, safeguarding, inventory and issuance of supplies; manage all property accountability operations (less troop units, SATCOM, and housing) at Ft. Monmouth and the Charles Wood Area; perform item identification, requisition processing, receipt, issuance, turn-in, redistribution and disposal services; provide moving and rigging services in support of small office moves and special events; provide a courier service for command priority correspondence; and perform warehouse management. The Period of Performance will include a 120 day transition period, one base year and four option years. SEE Note 1. Please note that the Standard Industrial Classification Code for this requirement is 8744, with a Small Business Size Standard of $5,000,000.
