Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the request for quote. Quotes are hereby requested under RFQ N68836-01-T-0029. A subsequent solicitation document will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and Defense Acquisition Circular 91-13. The applicable North American Industry Classification Standard is 81232 and the corresponding size standard is $10.5 mil. This procurement is 100% set aside for small business concerns. The Naval Station Pascaguola has a requirement for the following: 1. Contractor to pick up and deliver, including loading and unloading on pick up and delivery, to Naval Station Pascagoula's two Bachelor Housing locations: (a) NAV STA ANNEX LAKESIDE, 3500 Chicot Road, Pascagoula, MS. Laundry to be picked up and returned to designated location on Monday, Wednesday and Friday. (b) NAVSTA CBQ, Singing River Island, Pascagoula , MS. Laundry to be picked up and returned to Building #63 on Tuesday and Thursday. Laundry pick up and delivery shall be made on a daily basis, Monday through Friday if required. Pick up and delivery shall be made between the hours of 8:00 A.M. and 2:00 P.M. each scheduled day. There will be no pick up or delivery required on Federal holidays. 2. All work under this contract shall be accomplished in accordance with Specifications MIL-STD-665D, amendments or revisions thereto and any other Federal or Military Specifications or Standards, (i.e. NAVAL PREVENTIVE MEDICINE MANUAL P-5010, Section IV, Laundry and Dry Cleaning, para 2.35), that may be necessary for this type contract. The following items are to be washed, pressed and folded: line items 0001AA Sheets, twin, 66" x 76" est. qty 14500; 0001AB Sheets, full (double), 81" x 102", est qty 8500; 0001AC Pillow cases, 42" x 36" est qty 2500; 0001AD Bedspreads/comforters, twin, 91" x 116", est qty 1350; 0001AE Bedspread/comforter full (double), 103" x 128", est qty 2800; 0001AF Mattress pads, twin, 66" x 76", est qty 550; 0001AG Mattress pads, full (double), 78" x 89", est qty 450 ; 0001AH Blankets, 84" x 66", est qty 460 ; 0001AJ Bath towels, 28" x 55", est qty 27000; 0001AK Hand towels, 17" x 35", est qty 22000 ; 0001AL Bath Cloths, 12" x 12", est qty 17000; 0001AM Bath mats, 20" x 30", est qty 22600; 0001AN Table cloths, 95" x 44", est qty 82 ; 0001AP Napkins, 18" x 18", est qty 160; 0001 AQ Table skirts, 21'6" x 2'4", est qty 95. Line items 0001AD, 0001AE and 0001AH require a cold water wash, air dry, press with low heat and fold. The period of performance is 9 DEC 2000 thru 30 SEP 2001. 4.Contractor must provide transportation and verification of count, along with documentation for the items picked up and/or delivered. 5. Contractor must reimburse the government for lost or damaged items, and in the opinion of the Contracting Officer or his/her representative, cannot be repaired. In the case of damage to any linen, etc., which the Contracting Officer and the Contractor agree can be satisfactorily repaired; the Contractor shall repair the property at his expense in a manner satisfactory to the Contracting Officer for his/her representative. 6. Government will sort laundry by like items and prepare it for pick up in bundles of not more than 50 pounds per bundle. The Contractor shall be liable for return of the number and kind of articles furnished for service under this contract, in accordance with the count of the Contracting Officer or his/her representative, or the number and kind of articles agreed upon as a result of a joint count by the Government and the Contractor. 7. Contractor shall return laundry, folded, sorted by like items, in bundles of not more than 50 pounds per bundle. Contractor shall mark the outside of each bundle with the number of articles contained therein. 8. Pick up calls within four hours and deliver laundered items within 24 hours. The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 entitled Instructions to Offerors -- Commercial (Oct 2000) Paragraph (h) Multiple Awards -- Delete entire paragraph and substitute "award". The Government plans to award a single order resulting from this solicitation. The following provision is being added as a Addendum: 52.252-2 entitled Clauses Incorporated by Full Text(Feb 1998). This contract (solicitation) incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this address www.arnet.gov/far . The following provision applies to this acquisition: FAR 52.212-2 entitled Evaluation -- Commercial Items(Oct 2000) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price. Offerors are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications -- Commercial Items (OCT 2000). The following provision applies to this acquisition: FAR 52.212-4 entitled Contract Terms and Conditions -- Commercial Items (May 1999). The following clauses is applicable to acquisition: Far 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (Aug 2000). The following FAR clauses within the aforementioned clause are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37, 52.225-16, 52.232-34, 52.222-41, 52.222-42. The following clauses are applicable to this acquisition: DFAR 252.212-7001 entitled "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2000) and DFAR 252.204-7004 "Central Contractor Registration"(Full Text).
