- The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis (based on an unsolicited proposal) with ASPIRA Association, 1444 I street, NW, Suite 800, Washington, DC 20005 to raise the awareness of middle school and high school Hispanic students and parents on the full range of allied health professions careers, and educational requirements of pre-health profession educational pathway. Because the program is based on an unsolicited proposal (which the Government has determined this to be an unique and innovative approach which was independently originated and developed by the offeror, prepared without Government supervision, benefits the Agency's mission, and was not an advance proposal for a known agency requirement), ASPIRA is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(a)(2)(I). This is not a solicitation. A copy of the unsolicited proposal memorandum and a Justification For Other the Full and Open Competition is on file.
