- Award under this solicitation will be made using Simplified Acquisition/Commercial Item procedures. This solicitation is set aside for small business. However, all interested parties are encouraged to submit quotes to be considered in the event that no small business interests are responsive. This solicitation will be issued as an Request for Quote (RFQ). Opening date for the solicitation is 11/30/00. This requirement is for a self-contained, RV-style, gasoline driven, cab and chassis-type mobile laboratory for the EPA Laboratory analytical support with the following specifications: approximate dimensions for the exterior are 24 feet(L)x 8 feet(W)x 11 feet(H)and the approximate dimensions for the interior are 20 feet(L)x 71/2 feet(W)x 61/2 feet(H). This vehicle must meet DOT standards for passenger vehicles. The laboratory will include cabinetry; countertops; equipment mounts; sink; fresh air inlets; water supply; storage and purification utilities; automatic battery charger; heating/cooling. Additional written specifications are available from the Contract Specialist and will be provided with the solicitation. Delivery shall be 120 days after contract award. FOB destination pricing required with acceptance at EPA Manchester Laboratory, Port Orchard, WA. All responsible sources may submit a quotation which shall be considered by the agency. The contracting office will accept requests for solicitations by fax or email. The provision at FAR 52.212-2, Evaluation -- Commercial Items (OCT 1997) will apply to this acquisition. The evaluation factors used to evaluate offers will be (1) technical cabability of the item offered to meet the Government requirement; (2)price; (3) past performance; technical capability and past performance, when combined, are approximately equal to cost or price.
