Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F14614-01-T-0003. This solicitation incorporates the provisions and clauses as those in effect through Federal Acquisition Circular 97-14. The North American Industry Classification System (NAICS) code is 421810, Construction and Mining (Except Oil and Gas) Machinery and Equipment, with a size standard of 100 employees. This requirement is a 100% small business set aside. This request is for a Melroe Bobcat skid steer loader, Model 863F, with stand and equipment plus a portable concrete mixer attachment, Model 9 with a 9.5 cubic foot capacity for the same. The Bobcat Skid loader will have as a minimum the following: monitoring/diagnostic system, proportional front auxiliary hydraulics, rear auxiliary hydraulics, bucket positioning, deluxe cab with heater, engine oil pan heater, backup alarm and counterweights. The ability to maintain continuity with current Melroe Bobcat attachments and to connect with the main unit's attachment device is paramount therefore; quotes will be accepted only on the Melroe Bobcat brand. All Federal Acquisition Regulation (FAR) clauses and provision referenced below may be reviewed and/or obtained from the Federal Acquisition Regulations web site at Internet address http://farsite.hill.af.mil/. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instruction to Offerors -- Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes in descending order of importance: technical capability and price. FAR 52.212-3, Offerors Representation and Certification -- Commercial Items. Quotations shall be accompanied by a completed representations and certifications. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; the following clauses under paragraph (b) apply: (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37 and (23) 52.232-33.
