Description
The Air Force Electronic Systems Center (ESC) Counterdrug Surveillance and Control System (CSCS) Program Office, Hanscom AFB, MA 01731-1625, is seeking interested offerors who may be qualified in providing integrated Command and Control (C2) products, engineering, technical support, and services to meet a wide range of Counterdrug C2 requirements. The Government requires a single contractor or contractor team arrangement that is capable of performing a wide range of services and supplies while maintaining Total System Performance Responsibility (TSPR) for the CSCS OMNIBUS. The following areas are required by the Government for the CSCS OMNIBUS and need to be addressed by interested offerors in their qualification packages using commercial off-the-shelf (COTS)/non-developmental items (NDI) to the maximum extent possible: (1) Facilities; (2) Sensors; (3) Operation Centers; (4) Communications; (5) Life Cycle Support; and (6) System Engineering and Management. These six areas are explained and should be addressed as follows: I. Facilities: A. Radar Site Construction: 1. Ability to build a complete CSCS radar site starting with an unprepared site (the Government estimates 1 site every 18 months). 2. Site prep, civil engineering (A&E), construction (facilities, physical plant, infrastructure, generators, fuel storage, HVAC) 3. Interim contractor support (ICS). 4. Demonstrated capability in Central/South America (non-US Territory) B. Operation Center Construction: 1. Site prep, civil engineering, and construction. 2. Interim contractor support (ICS). 3. Demonstrated capability in Central/South America (non-US Territory) C. Communication Center Construction: 1. Site prep, civil engineering, and construction. 2. Interim contractor support (ICS). 3. Demonstrated capability in Central/South America (non-US Territory) II. Sensors A. Radar Acquisition: 1. Purchase long-range Surveillance Radar. 2. Install Government Furnished Equipment (GFE) or newly acquired radar at selected Central/South American Sites. 3. Demonstrated capability in Central/South America (non-US Territory). B. Radar Integration and Testing: C. Radar Evaluation, Refurbishment & Enhancement for non-TPS 43, 70, 75radars. D. Weather Sensors: 1.Integration of weather data from existing sensors into system architecture. 2. Install GFE or newly acquired radar at selected Central/South American Sites. 3. Demonstrated capability in Central/South America (non-US Territory). III. Operation Centers: A. Operations Center Work: 1. Integration of new capabilities into existing C4 operation centers; including Radar's, data processing, data links, and other sensors. 2. Installation of new operation centers. 3. TADIL-A & TADIL-J integration, equipment networking, and equipment remote control capability. 5. Secure communications systems. 6. Demonstrated capability in Central/South America (non-US Territory). IV. Communications: A. Connectivity and Integration: 1. Communication enhancements to existing Comm infrastructure. 2. Secure Communications systems. 3. Fiber Optic cable, radio (G/G, G/A/G) replacements (UHF, VHF, HF) phone switches, capabilities upgrades, antenna siting, tower installation/modification, establish new SATCOM links (foreign & domestic). 4. Integration of Tactical Digital Information Link (TADIL) A and J; extensive tail circuits; wide area and local networking. 5. Demonstrated capability in Central/South America (non-US Territory). B. Digital Signal Processing: 1. Ability to integrate & reformat audio and digital signals associated with air surveillance systems. C. Satellite Earth terminal deployments: 1. Installation of GFE at existing earth terminals. 2. New acquisition and deployment of earth terminal sites, including satellite dishes. D. Foreign & domestic SATCOM space segment leasing 1. Demonstrated capability in Central/South America (non-US Territory). D. Weather Related Comm. V. Life Cycle Support: A. Configuration Management: 1. Identify configuration baseline. 2. Document changes to configuration baseline. 3. Provide AutoCAD drawings of approved changes to baseline. B. Support of new and existing CSCS facilities, infrastructure, equipment, and systems: 1. Depot level. 2. Logistics. 3. Modifications. C. Software Development Tasks: 1. Adding process & display capabilities to the current system. 2. New Sensor Interface Unit (SIU) translations for different radar's. 3. Communication Integration. VI. System Engineering and Management: A. CSCS System Engineering Tasks & Modifications: 1. Training. 2. Studies & Analysis. 3. Cost analysis. 4. Reliability Assessments 5. Shipping, storage of assets, working with PN customs. 6. Writing Manuals and technical documentation. 7. Testing. 8. Electro Magnetic Interference (EMI) Studies & Testing. B. Force Protection & Security: 1. Provide on-site physical security for people & equipment during in-country work. 2. Ensure information security for all systems & information. C. Ability to assume, maintain, control, and execute Total System Performance Responsibility (TSPR). 1. Ability to work/manage Sub & Associate Contractors. 2. Demonstrated ability to work with and manage foreign sub-contractors in Central/South America (non-US territory).A Period of Performance of up to seven years for the CSCS OMNIBUS is envisioned while individual tasks under the CSCS OMNIBUS may range from 3 to 18 months. Technical solutions must strongly emphasize commercial off-the-shelf hardware and software, preferably with large, established customer bases. Research and development will be minimized and generally limited to identifying and integrating appropriate COTS/GOTS components to meet a specific need.Interested offerors who have the abilities described below are encouraged to respond. (1) Possess the technical, management, and financial capabilities and expertise to perform the entire effort and maintain TSPR; (2) have demonstrated experience in designing, installing, operating and maintaining reliable, cost-effective surveillance systems, command and control operations centers, and communications systems; (3) have demonstrated capability in Central/South America (non-US Territory) and are familiar with Participating Nation demands such as language, Customs, transportation, travel, frequency management, environmental, and related requirements; (4) have the necessary design, assembly and test facilities or easy access to these facilities, and associated computer support; (5) possess approved industrial security facilities capable of handling SECRET DoD information and equipment; (6) possess SECRET clearances for employees; (7) have a demonstrated quick reaction capability to respond to short-notice user requirements; and (8) demonstrate mature, proactive business and technical management practices to ensure highly effective risk management, problem identification and resolution, communication and coordination with the Government, program planning and control, and responsiveness to Government queries and requests. Interested offerors should model their qualification packages after the CSCS Omnibus Survey listed on the Electronic Systems Center (ESC) Hanscom Electronic Bulletin Board (HERBB) at http://www.herbb.hanscom.af.mil (under Business Opportunities). Qualification packages must be unclassified, address the criteria discussed above and be no longer than 20 pages including any graphics, tables or photographs. Additional marketing literature not to exceed 10 pages may be provided and do not count against the 20-page qualification package. The packages should be received at ESC/ACK by 10 January 2001. This is not a solicitation and does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government as to its ultimate acquisition approach.
