NASA/GRC plans to issue a Request for Quotation (RFQ) for 1.TORQUETRONICS TORQUEMETER MODEL ET10MS: GREASE LUBRICATED BEARINGS, MAX. TORQUE RATING 22NM, MAX.SPEED 50,000 RPM, ABSOLUTE ACCURACY OF 0.13 PERCENT. 2. TORQUETRONIC TYPE 700 SIGNAL PROCESSOR UNIT (NON-DISPLAY) ANALOG OUTPUTS 0-10 V, 110 V AC, 60 HZ POWER SUPPLY, RS232 SERIAL LINK, INTERFACES WITH PC, GIVES SPEED, TORQUE, AND POWER AND OUTPUTS ANY TWO OF THESE WITH A 0-10 V SIGNAL. 3. COUPLINGS TO CONNECT THE TORQUEMETER TO THE NASA HIGH TEMP. HIGH SPEED SEAL RIG LOCATED IN BLDG. 5, SE-18. DYNAMIC ANALYSIS MUST BE PERFORMED AND DELIVERED. REVIEW ANALYSIS AND COUPLINGS PROPOSED WITH THE REQUESTOR FOR APPROVAL. 4. PROVIDE MOUNTING FIXTURES AND DRAWINGS OF FIXTURES TO SUPPORT THE TORQUEMETER (ITEM 1) TO BE USED WITH NASA HIGH SPEED, HIGH TEMPERATURE TURBINE SEAL RIG. REVIEW PROPOSED MOUNT DESIGN WITH REQUESTOR FOR APPROVAL. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The provisions and clauses in the RFQ are those in effect through FAC 97-20. The NAICS code and the small business size standard for this procurement are 334514 and 500, respectively. The offeror shall state in their quotation their size status for this procurement. The DPAS rating for this procurement is DO-C9. NASA/GRC intends to purchase the items from BARBOUR STOCKWELL INC. BASED ON COMPATIBILITY ISSUES. THE TORQUEMETER WILL CONNECT THE NASA HIGH TEMPERATURE, HIGH SPEED TURBINE SEAL RIG TO AN ALREADY OWNED BARBOUR STOCKWELL TURBINE DRIVE. THE TORQUEMETER MUST MATE TO THE BARBOUR STOCKWELL TURBINE, AND DETAILED INFORMATION ABOUT THE TURBINE IS NEEDED TO DO THE APPROPRIATE DYNAMIC ANALYSIS, AND BARBOUR STOCKWELL HAS PREVIOUS KNOWLEDGE/EXPERIENCE WITH THE NASA TURBINE RIG. The statutory authority permitting other than full and open competition is Federal Acquisition Regulation (FAR)Part 13.501 in conjunction with FAR Part 6. This notice is for information purposes only. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B".
