- 17. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued in accordance with FAR Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The Defense Threat Reduction Agency (DTRA) has a requirement for unlimited on-line research services to legal, news, financial and public records databases, for legal research in the General Counsel, Counterintelligence, Public Affairs, Financial Management and Technology Security Offices. The Contractor shall provide passwords for unlimited access to the research services for a minimum of 69 individuals (names and location will be provided at time of contract award). Passwords shall be available for all DTRA employees upon request. The contractor shall provide access to the following unlimited on-line services: (1) All US federal and state statutory, legislative, regulatory, administrative and case law materials. Full text of law reviews and treaties material. Shepards Citation Service for validating and updating case law. This shall include a system to retrieve and validate all legal materials via Shepard's beyond National Reporter System and daily updates of historical law cases. Current and archived major newspaper, magazine, wire services and other periodicals, including the New York Times, CNN and NPR transcripts. People locator databases, including all 3 major credit bureau's header information (e.g., current address and phone numbers, previous address). (2) Professional customer support services via toll free numbers, 24 hours per day. The Customer Service Department shall provide technical assistance and answer questions concerning research strategies, database structures, software usage, and other types of questions related to the use of the on-line services. This support shall be provided both within and outside of the United States. (3) The Contractor shall also provide the following: Ability to restrict Shepard's reports according to issues of law, issues of fact, analysis jurisdiction, headnote or date. Ability to provide citating reference to subsections of statutes, regulations and law reviews. Ability to download, print, e-mail and fax documents retrieved. Ability to do full-text searching of public records data. Individuals shall have access to all categories with a one time log-in procedure. Only one search logic will be required. Access to service categories shall also be available for home use and off-site. The Contractor shall deliver passwords, which allow access to the unlimited on-line research services outline within the announcement. The contractor shall submit quarterly reports to the Technical Point of Contact detailing the libraries used, the number of hours logged, and the number of searches, by office. This report is due 30 days following the last day of each quarter. Anticipated contract type: Firm-Fixed Price. Period of performance shall be ten months after contract award date. All questions regarding this solicitation must be submitted in writing and must reference the solicitation number and can be submitted via facsimile at (703) 767-4691 to Ms. Shirley Alexander, Contract Specialist. All proposals must be received in this office by 12:00 p.m. EST on 15 December, addressed to the attention of Ms. Shirley Alexander and reference the solicitation number. Facsimile responses are acceptable. All proposals shall include the following: (1) Contractor Identification Numbers; (2) Commercial and Government Entity (CAGE CODE) (3) Data Universal Numbering Systems (DUNS); and (4) Taxpayer Identification Number (TIN).
