- In a FULL AND OPEN COMPETITIVE Request for Proposals (RFP), which the Federal Highway Administration (FHWA) currently estimates will be published on approximately February 1, 2001 on the Electronic Posting System (EPS) at Internet address HTTP://WWW.EPS.GOV, the FHWA will be seeking proposals for a wide-ranging new task order contract (or contracts) under which the contractor(s) will provide technical support and assistance to the FHWA_s Operations Core Business Unit in the following areas: National ITS Architecture Evolution and Maintenance, National ITS Architecture Configuration Control, National ITS Architecture Assessment, etc. In addition, the contractor(s) will provide technical support and assistance to: (a) public and/or private organizations (e.g., state departments of transportation, planning organizations) deploying ITS technology; (b) those involved with ITS deployment planning; and (c) those involved with the generation and use of ITS standards. The two incumbent contractors are: (1) Odetics, ITS, Contract No. DTFH61-96-C-00103, being managed technically by Cliff Heise at telephone number (703) 925-3809; and (2) Lockheed Martin Federal Systems, Contract No. DTFH61-96-C-00082, being managed technically by Bruce Eisenhart at telephone number (703) 367-1671. (Those two incumbent contractors_ proprietary rights prohibit a release of the incumbent contract documents to prospective offerors.) The RFP will likely reserve, for the FHWA, the right to make multiple contract awards. It is possible that more than one offeror might receive a contract award on the lettered Tasks of the RFP_s Statement of Work (SOW), and, in that event, the FHWA could subsequently assign TASK ORDERS among those awardees as the Government sees fit. The RFP will probably require an offeror to submit a proposal which addresses ALL such lettered Task areas in the RFP_s SOW. The project will support a wide array of areas associated with National ITS Architecture Evolution and Support. The following are examples of support and assistance that might be provided under the resulting contract(s): The project will likely include an architecture evolution effort for making required corrections to the National ITS Architecture documentation and for evaluating/executing changes due to changes in requirements, deployment experiences, development of ITS standards, and changes in U. S. Department of Transportation (USDOT) policy. The project will probably support integrating new user services into the National ITS Architecture, providing ITS deployment support that enhances the transportation planning process and uses the National ITS Architecture in the development of regional and project architectures. In addition, the project will likely maintain and support the Turbo Architecture Software Application, keeping it updated to conform to new versions of the National ITS Architecture. It is anticipated that the project will assist USDOT outreach and training efforts in explaining the National ITS Architecture to USDOT resource centers and division offices, and that the project will assist efforts to explain the Architecture to state and local planners, implementers, integrators and manufacturers. The project will probably assist USDOT policymakers in defining policy consistent with the National ITS Architecture and in supporting the Transportation Equity Act for the 21st Century (TEA 21) and subsequent legislation, and will likely ensure that the National ITS Architecture reflects new policies. It is currently estimated that the resulting contract(s) will have a two-year base period and three (3) one-year option periods. Because the entire RFP will be posted at the Internet address cited above, the FHWA does NOT plan to issue any HARD copies of the RFP to any prospective offeror. Therefore, offerors are instructed NOT to send letters or e-mails or faxes requesting the RFP. TELEPHONED, E-MAILED, OR FAXED REQUESTS FOR THE RFP WILL NOT BE ACCEPTED. Instead, all offerors are to obtain the RFP from the EPS. Any subsequent AMENDMENTS to the RFP will LIKEWISE be published on the EPS at the Internet address cited above, and the FHWA does NOT plan to mail out HARD COPIES of any such Amendments. Therefore, it shall be the responsibility of each offeror to closely and frequently MONITOR the EPS for any AMENDMENTS to the RFP. Monitoring the EPS for any Amendments to the RFP will be absolutely ESSENTIAL for all prospective offerors, since Amendments usually contain crucial information. It is currently ESTIMATED that the RFP will be posted on the EPS on approximately February 1, 2001. Please note that the _DUE_ date shown above is merely an ESTIMATE of the date on which proposals will be due. The ACTUAL due date for the FHWA_s receipt of proposals will be stated in the RFP.
