Description
USMC Heritage Center Complex The work includes Architectural and Engineering Services necessary for the preparation of Design-Bid-Build plans and specifications for the United States Marine Corps Heritage Center Complex in Quantico, Virginia. The design will include a master plan of a 135 acre site comprised of several buildings and outdoor venues and the initial building design of the 120,000 sf Heritage Center building. Facility space requirements and competition information are posted on the website, http://USMCheritagecenter.efaches.navfac.navy.mil. The building work will include fire protection sprinkler and alarm systems, electrical distribution systems, security systems, elevators, mechanical systems, plumbing systems, information/communication systems and utility connections. Sitework will include site improvements, storm water management, landscaping, parking, sidewalks, etc. Familiarity with the following design processes are required; Interior Design, Force Protection and Sustainable Design. The A/E firm will be selected by a two-phased competition which is described in detail on the website. The first phase consists of the A/E firms and their Lead Designers submitting their portfolios and qualifications by 3pm (EST) on January 16,2001 for panel review. In the second phase, 4 short-listed A/E firms & their Lead Designers will be required to develop visionary proposals which will be juried by a panel of 3 architectural peers. Also at this time, the teams will submit 254/255 forms for their whole team. At the beginning of Phase II, the 4 firms and Lead Designers will be required to participate in a networking session and site visit meeting. At the conclusion of Phase II, one contractor will be selected for award of a firm fixed price A/E contract. For the 3 firms that are not awarded the contract, a $50,000 dollar stipend will be provided at the conclusion of phase II. The duration of the awarded contract will include the design and construction support periods of the project. The estimated start date for design is October 2001. The estimated cost of construction is approximately $18 to $24 million. For Phase I, the submissions must respond directly to each of the selection criteria as follows: 1. Submit exhibits that portray creative and innovative responses to client criteria and needs on similar projects; 2.a. Exhibit experience and professional qualifications of the firm's and Lead Designer's in providing complete design and engineering services for the heritage center (museum) building type and master planning. b. Demonstrate experience and knowledge in applying sustainability concepts and principles to facilities and infrastructure through an integrated design approach; 3. Clearly demonstrate, in writing, the commitment and dedication of the Lead Designer and the team to the project. Firms that meet the requirements listed in this announcement are invited to submit six copies each of Portfolios, Resumes and Qualifications to the office indicated below. Site visits will not be arranged during the advertisement period. This proposed contract is being solicited on an unrestricted basis.
