Description
The Space and Naval Warfare Systems Command (SPAWAR) has a requirement for INMARSAT-B HSD satellite services to provide voice, video and data communications for approximately 193 ships. The service shall be global (plus or minus 70 degrees latitude), for ship-to-ship, ship-to-shore and shore-to-ship communications, and shall be available 24 hours a day, 7 days a week. Both 64 Kbps and 128 Kbps service must be provided, as well as either the ability to dynamically allocate bandwidth among ships as required by usage or simultaneously share a designated amount of bandwidth. To further maximize space segment utilization, antenna handover capability is required to mitigate superstructure blockage on U.S. Navy ships. Service and associated hardware must be fully integrated with INMARSAT Nera Saturn-Bm terminals that are already installed aboard Navy ships. Additionally, equipment for 128 Kbps service and antenna handover shall be INMARSAT "Type Approved." Terrestrial connectivity between the service-provider's Land Earth Stations and Navy Points of Presence in Wahiawa, Hawaii; Norfolk, VA; and Naples, Italy is also required. Contract award is anticipated as soon as May 2001 with performance beginning three months after contract award. In order to accommodate changing fleet requirements, SPAWAR is seeking to balance maximum flexibility of service with a realistic pricing arrangement. Accordingly, SPAWAR is inviting interested offerors to one-on-one meetings at SPAWARHQ in San Diego, CA during the week of 15 January 2001 to discuss the Navy's requirements and industry's capability to meet them. Discussion topics have been posted to the SPAWAR web page located at http://e-commerce.spawar.navy.mil and we anticipate posting a draft RFP in December. We anticipate posting additional information to the website as it becomes available; therefore, offerors are encouraged to check the website periodically for new information. Interested offerors shall provide the following information no later than 5 January 2001: (1) Name and address of offeror; (2) name, telephone number, fax number, and e-mail address of point of contact; (3) the supplies and/or services that will be subcontracted; and (4) type of business, i.e., large business, small business, small disadvantaged 8(a) certified business, small disadvantaged non-8(a) certified business, woman owned small business, etc. The NAICS code for this procurement is 513340. Therefore, a small business for the purposes of this procurement is defined as a business, including its affiliates, averaging no more than $11 million dollars in annual receipts. Annual receipts of a concern which has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52. Please refer to FAR Part 19 for additional detailed information on Small Business Size Standards. Should an interested offeror not desire to attend a one-on-one meeting, it shall provide to the point-of-contact (POC) listed below, no later than 5 January 2001, the information set forth above along with a written statement, of no more than 10 pages, of its qualifications to perform the requirements. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Any information considered proprietary shall be so marked. Questions raised during one-on-one meetings as well as other questions submitted in writing to the SPAWAR POC shall NOT contain any information considered proprietary as the questions and answers will be posted to the SPAWAR website. Following industry meetings, SPAWAR 02-32 intends to release the RFP electronically via the SPAWAR web page. The RFP, when released, will be posted in the SPAWAR Headquarters (HQ) Open Solicitations portion of the Business Opportunities section under N00039-01-R-3204.
