- Description
- It is the intent of the National Institutes of Health (NIH) to award a sole source contract to Hill International to provide CQM services at the NIH's Bethesda Campus. These CQM services are for construction of the East Expansion to the Power Plant, Building 11 and the North Substation. The power plant expansion project is the continuation of the 1st phase of the Building 11 Expansion project. The 1st phase of the expansion is currently under construction and is expected to be completed in the fall of 2001 and Hill International has been performing CQM services on this contract. The CQM will manage the overall construction phases as well as assist in the procurement phases of these projects. The CQM shall perform construction phase services, post construction claims services as appropriate as well as assist in the procurement phase services , adequate and necessary to ensure that projects meet the technical, economic and programmatic needs as outlined in the program of requirements for each project. Additionally the CQM will see that the construction wok is performed in conformity with applicable requirements and that the construction will be completed as early as possible and not later than the scheduled construction contract completion date. The CQM will be required to furnish all services necessary to fulfill the above undertakings. The services described or specified shall not be deemed to constitute a comprehensive specification having the effect of excluding services not specifically mentioned. The CQM will also be required to keep accurate and detailed written records of progress, site visits, meetings with all parties involved with the program and submit monthly written progress reports to the CO concerning the work of the A/E and Contractor, percentage of completion, number and amount of modifications and claims, and analysis of the schedule . The CQM shall maintain daily logs and computer or manually generated as-builts incorporating all amendments and changes to the design documents, update all budgeted cost categories and maintain an accurate cost picture for the project. The CQM will review all requests for changes and submit an analysis of the effect on the project. Assistance to the CO shall be provided including review of bids, bidder qualifications and financial reports and provide all procurement related services. Assistance shall also be provided to the PO and CO with the administration of changes including review, requests for proposals, cost estimates and negotiations. During the construction phase inspect all work performed by the general contractor while providing and maintaining a system for scheduling and tracking submittals required by the construction contract. Assistance in enforcing labor standards and in the post construction perform claims services as required. Note 22
