- Description
- The Immigration & Naturalization Service (INS) intends to award, based on best value, an IDIQ contract for a base year with four option years. It is anticipated that the solicitation will be posted by December 11, 2000 with proposals due January 3, 2001. Award is anticipated by February 1, 2001. Some Contractor personnel require security clearance and on-site performance at the INS Washington DC headquarters. The INS requires contractor support to assist the INS Resource Information Center (RIC) and the INS Asylum Program in library management and in maintaining, upgrading, and developing databases required for computerized operations. Specifically, this support is required for an established, but growing, documentation center. The documentation center maintains information on conditions in countries producing asylum seekers in the United States and refugees abroad, as well as documentation related to legal, national and international issues concerning asylum seekers and refugees. In addition to maintaining and developing the documentation center, the RIC researches conditions in countries, and produces, compiles and disseminates information in hardcopy and electronic format to appropriate INS and other Department of Justice (DOJ) audiences. To fulfill these operations, the RIC uses a variety of specific database capabilities and support. The database software products used include: INMAGIC -- a text-based software designed to automate and manage library and documentation collections; FOLIOVIEWS -- an info-based software designed to adapt and organize full-text information for maximum retrieval capability; and MICROSOFT ACCESS -- a relational database management system. The RIC plans to continue using these software applications. This contract is to perform a variety of functions for the RIC and the Asylum Program. All products created will become the property of the U.S. Government. The tasks will provide direct support and assistance to the Asylum and RIC program managers in the execution of the following programs: Library Management; Country Conditions Research; Country Conditions Documentation Procurement; Country Conditions Documentation Distribution; and Asylum Case Review and Tracking. Under one task, Library / Documentation Center Database Development and Management Support, the Contractor shall provide consultation and support to develop and manage the following DB/TextWorks library management software and databases: Bibliographic Database; Serials Tracking Database; and Serials Check-In Database. Other tasks include Full-Text Documentation Database Development and Management Support for Electronic Accessibility and Distribution of Country Conditions Information via the INS Intranet and CD-ROMs, Asylum Program Database Management Support, and some minimal Training. All responsible sources may submit a proposal which shall be considered by the INS. See Note(s) 1. If a minimum of two offers from qualified small business concerns are not received, the award will be made on the basis of full and open competition from among all responsible business concerns submitting offers.
