- The U.S. Office of Personnel Management (OPM) has a continuing requirement to deliver Training and Management Assistance (TMA) services to Federal agencies using contract support services in two key service areas: Training and Strategic Human Resources Management. This procurement for TMA contract services allows government agencies to access qualified contractors that develop learning products (e.g., Web-based training, computer-based training, interactive video tele-training, knowledge management and performance support systems, instructor-led materials, etc.) and other human resource management solutions. The solicitation number for this procurement is OPM-RFP-01-0003HLW and will be negotiated using the procedures of the Federal Acquisition Regulation (FAR) Part 15. The Solicitation will be issued on-or-about December 20, 2000. See Note(s): 26. We anticipate awarding multiple indefinite delivery/indefinite quantity (IDIQ) contracts for a basic period of one year, with 4 one-year renewal option. The contract performance period is expected to begin on or about October 1, 2001. At any time during the life of these awarded contracts, the OPM may conduct additional expedited evaluations of proposals against the criteria in this solicitation for the purpose of awarding additional contracts to meet greater levels of customer support needs in the key service areas. These contracts will be effective for the balance of the original five-year performance period. We will determine the need for these contracts based on analysis and forecasting of the potential increases in TMA services. The opportunity to be considered for these additional contracts will be publicized on the OPM Procurement web page as well as in any other forum in which public notice of such opportunities would be required (e.g., CBDNet, FedBizOps) at that time. This procurement contains three segments. One segment is a partial 8(a) small business set-aside business competition; the second is a partial, small business set-aside competition; and the third segment is open to both Large and Small Business competition (see FAR 19.502-3). Up to two contracts will be awarded in the 8(a) small business competition. The remaining TMA contract awards will be divided approximately equally between the second and third segments. Awards will be made to the offerors whose proposals are determined to best meet the needs of the Government after consideration of all factors, i.e., greatest overall benefit in response to the requirement (see "best value" definition, FAR 2.101). To attain this result, the Government will perform an integrated assessment and trade-off analysis between technical and price factors in the solicitation. Awarded contracts may also contain provisions for the use of performance incentives, such as award of blanket purchase agreements (BPAs) used for identifying and fulfilling new functional improvements for customer Federal agencies in the key TMA service areas. The RFP's evaluation factors are applicable to three sections. In the General Section, Company Information, and Relationship of the Point of Contact to Corporate Structure, are approximately equal subfactors. The subfactor of Project Administration and Oversight is substantially greater than the other subfactors in this section. In the Training Section, Knowledge of Training and Development, is substantially less than all other subfactors. Methodologies for Developing Training Products and Solutions, and Key and Other Staff Resources, are approximately equal subfactors. The subfactor of Past Performance is substantially greater than the other subfactors in this section. In the Strategic HRM Section, the subfactor, Knowledge of Strategic HRM, is substantially less than the other subfactors in this section. Methodologies for Developing HR Products and Solutions, and, Key and Other Staff Resources, are approximately equal subfactors. The subfactor of Past Performance is substantially greater than the other subfactors in this section. Interested offerors may submit proposals by the deadline contained in the RFP. The NAICS Code and Size Standard are 57132, Research and Development in the Social Sciences and Humanities and $5M, respectively.
