Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Langley Research Center (LaRC) has a requirement to provide leadership training to first-level supervisors and team leaders or key staff persons with special needs, as well as, supervisors who have recently come to LaRC from other organizations. The Contractor shall provide the training for the base requirement during the scheduled program date of April 1-6, 2001. The contract will cover this 2001 session, with options for 3 additional training sessions over the next 3 years. Dates for training sessions for each option will be set at the mutual agreement of the parties. All sessions will be held at Wallops Flight Facility, Wallops Island, Virginia for ~25 participants. The Contractor shall provide separate pricing for the base requirement and each of the 3 option sessions. A. The purpose of this leadership training is to: 1. provide a learning opportunity where its participants develop and improve the key skills that are needed to be effective supervisors at LaRC in a changing and ever-challenging environment of doing more with less, 2. develop an understanding of the business world today -- what does it mean to operate as a business, what skills/attitudes does a manager need to effectively run a business, 3. address current issues, including management trends and concerns, managing in a full-cost accounting environment, etc., 4. provide an opportunity to develop a network for supervisors, and 5. increase the participants' understanding of the LaRC culture and system -- the interrelationship of LaRC's groups and how each organization fits into the mission of the Center, as well as, how their respective organizations contribute to the LaRC Strategic and Quality Framework and the LaRC Implementation Plan. B. Program Objectives: (Parallels the Management Job Elements for the NASA Employee Performance Plan). Upon program completion, participants shall be able to: (a). Planning and Organizing: 1. Understand the scope, mission, and capabilities of their organization relative to the trends and needs within the national and international arena. 2. Establish and manage priorities (taking into consideration limited resources) and accomplish goals to obtain high-quality work. Manage to a budget. 3. Ensure the efficient and cost-effective utilization of information technology resources. 4. Conduct more effective meetings. 5. Delegate to the lowest practical level. (b) Directing: 1. Develop a better working relationship with employees, peers and management. 2. Understand the value of situational leadership. 3. Examine and improve decision-making. 4. Understand change management practices and utilize them effectively. 5. Create an environment which empowers and fosters innovation and creativity. 6. Operate their organization more like a business. (c) Human Resources Management: 1. Understand implications of human resource management issues such as: equal opportunity, staff utilization, selecting and developing people, and motivation. (d) Organizational Knowledge: 1. Explain the major initiatives of the Center at this time. 2. Articulate how their organization will implement the Strategic and Quality Framework and the LaRC Implementation Plan. C. Program Design Requirements: 1. This leadership program is planned and co-facilitated with a NASA LaRC Employee & Organizational Development Branch, Office of Human Resources (OHR), staff member. 2. Participants identify current issues and are given an opportunity to address them in the workshop. 3. An instrument used to assess participants in a number of areas such as decision-making, leadership, motivation, and communication will be incorporated. 4. Backup facilitation must be identified in the event that the primary facilitator is not available for whatever reason. 5. Format shall encourage the opportunity for the development of a mentor relationship between the new supervisors and the more experienced supervisors utilizing the expertise of each based on their knowledge of the culture and operation of LaRC and personal successful management practices. 6. Format shall provide an opportunity to address the needs and issues of the more experienced supervisors, while separately and concurrently addressing the needs and issues of the new supervisors. 7. Design must incorporate the presentations of six (6) NASA Langley senior-level managers (each presentation will be 1 1/2-1 3/4 hours in length.) The Employee & Organizational Development Branch, OHR, at NASA LaRC will identify and schedule these presenters. 8. The contractor shall work with Wallops Executive Support Corp. (WESCO) staff at Wallops to reproduce and assemble all materials for the course. D. The contractor shall provide a technical proposal (5 page maximum exclusive of course material, resume, and relevant past performance) detailing the following information which will be used to assist in making the Best Value Determination: 1. The contractor shall demonstrate how they will meet stated program objectives which describe the knowledge and skills addressed and how their program (if necessary) will be modified to accomplish these tasks 2. Curriculum design (course content and process) -- the design must incorporate the presentations of six (6) NASA LaRC senior-level managers. 3. The instructor shall have a Master's or PhD in the management/ executive education arena and have had business experience with industry. 4. The contractor shall provide/demonstrate (with references) relevant past performance information in presenting this type of class to a similar organization. 5. Availability to meet required dates. 6. Demonstration of back-up facilitation capabilities. 7. The contractor shall provide a copy of the course materials -- marked "Draft." 8. The contractor shall delineate and expound upon: alignment of objectives with desired outcomes, quality of process and materials, understanding of adult learner characteristics, experience, willingness to team with in-house consultants, and ability to communicate effectively with individuals at all levels, including LaRC senior managers. 9. Workshop has a facilitation format (with interaction and dialog) versus a lecture format (with questions and answers). NOTE: Vendor shall provide specific examples within proposal to illustrate how an experiential and participatory format shall be incorporated. The provisions and clauses in the RFQ are those in effect through FAC 97-19. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 61143 and $5 million gross revenue per year, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 p.m., December 15, 2000 and may be mailed or faxed to NASA Langley Research Center, Mail Stop 126, Attn: Kim Duncan, Hampton, VA 23681-2199 or 757-864-6966 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and relevant past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and relevant past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
