- Sources Sought for Preparatory Training Trials for U.S. Air Force Technical School Students Program Goals: The goal of preparatory training is to reduce student attrition and improve readiness to learn and academic performance through highly flexible modules of preparatory instruction. Such a program must first be conducted on a trial basis to determine feasibility of implementation on a large scale. The goal of the trial is to determine the impact of preparatory instruction on academic success rates. The desired behavioral outcomes include improved motivation, readiness to learn, reading comprehension and basic math skills. The trial program must be scalable to accommodate implementation with a student flow of up to 10,000 students per year with wide variations in student flow. Please include estimated costs in your response. Personnel, Facilities and Equipment: All facilities, furniture, instructional software, and equipment will be provided by the Air Force. The provider will furnish instructors, administrative support, and a scheduling point of contact for the duration of the instructional trials. Course Parameters and Time Period: The trial is expected to commence not later than February 12th, 2001. The project will be conducted on a trial basis over a period not to exceed 120 calendar days including data analysis, evaluation, and reporting of results. The most effective class size is projected to be 20 students and course length to be 60 contact hours over a ten-day period. Diagnostic testing: The service provider is required to furnish instrumentation, administration and scoring of diagnostic testing to include student placement recommendations. A proven diagnostic testing instrument that determines reading grade level and math abilities is required to determine placement of students in the appropriate level of curriculum. A proven instrument for measuring affective domain constructs is also required. Curriculum: The service provider will provide a complete curriculum. The curriculum must be multi-level to accommodate placement of students based on results of diagnostic testing. Software products that the service provider deems appropriate for this purpose will be approved and furnished by the Air Force. The curriculum as a whole must include preparatory instruction in the following subject areas: . Basic math and arithmetic reasoning . Reading comprehension and verbal reasoning . Dealing with test anxiety . Study skills . Motivational/attitudinal preparation . Life skills (financial/time management, conflict resolution) Instructional Delivery: The course design must be highly flexible and adaptable to accommodate individual student needs. The service provider is expected to employ various media and active learning instructional techniques to accommodate individual learning styles, aptitudes and levels of ability. Measurement, Evaluation, and Validation: The 782d/82d Training Group Evaluations Office (782/82 TRG/TTS) will conduct the statistical analysis of evaluation data. The service provider will administer all instruments used during the preparatory training. An experimental study design will be employed to determine program effectiveness. Pre and post-testing and student satisfaction surveys will be used to for the first level of evaluation. 82 TRG/TTS will conduct follow-up evaluation after students enter technical training through analysis of students_ test scores in and instructor feedback.
