Description
EXPRESSION OF INTEREST LEASING NEEDS FOR DOE-RELATED PRIVATELY DEVELOPED FACILITIES AT OAK RIDGE NATIONAL LABORATORY UT-Battelle Development, Inc. (UTBD), in conjunction with the Department of Energy (DOE) and UT-Battelle, LLC (UT-B), requires the construction and lease of two (2) buildings comprised of office, office support and specialized laboratory space to be located within the current limits of the Oak Ridge National Laboratory (ORNL) at Oak Ridge, Tennessee. These buildings will house the Computational Science and Engineering Technology facilities. The space will consist of a minimum of 165,000 net usable square feet and a maximum of 180,000 net usable square feet to be situated on approximately 5 acres of land. DOE will convey fee title to the land on which the buildings are to be located to UTBD who will, in turn, furnish an outgrant land lease to the successful offeror selected as a result of a competitive request for proposal. Said land will be extracted from the current ORNL facilities and a fence erected around the site during the construction process. Once the buildings have been constructed and occupancy accepted by UTBD, DOE, and UT-B, the fence will be removed and the building facilities will be made available through a facilities lease from the developer, as the lessor, to UTBD, as the lessee. Said lease will be a fixed-price lease consisting of an agreed-on "construction cost payback-plus-profit" amount and will be for a term to be established through the competitive solicitation process. The lease will not be extended or renewed past the agreed-on "payback-plus-profit" period and will contain a condition providing that upon the agreed-on termination date, UTBD will offer DOE repurchase rights to both the land and building facilities. Once the facilities have been leased to UTBD by the developer, UTBD will sublease the facilities to UT-B to perform its DOE-related missions. The pending request for proposal will contain draft copies of the deed between DOE and UTBD, the outgrant land lease between UTBD and the developer, the building facilities lease between the developer and UTBD, and the land and building facilities sublease between UTBD and UT-B. Supplies, services, and maintenance functions are expected to be provided by the developer as part of the rental consideration but other options will also be explored. Utilities needed for the construction and later operation of the new facilities will be furnished from ORNL's systems. Necessary easements for the utilities and for access to work areas and parking of construction vehicles will be granted by DOE to the developer. It is anticipated that a lease agreement will be executed by June 1, 2001, and that construction will commence shortly thereafter. Information describing the plans for development of the facilities as well as documents outlining the technical requirements will be presented at a pre-solicitation meeting scheduled for Tuesday, December 12, 2000, at 8:30 a.m. at the Pellissippi Parkway site of: National Transportation Research Center 2360 Cherahala Boulevard Knoxville, Tennessee Information presented at the meeting will be posted at a web site following the presentation.
