Description
This is a solicitation for the mofification and overhaul of a 50 Ton, twin trolley, overhead electric traveling crane (oet) at Portsmouth naval shipyard, Portsmouth, New Hampshire.The following is a partial listing of the required work to be accomplished: remove existing wooden-deck maintenance footwalk and replace with a new diamond-tread walway, remove existing idler girder footwalk and provide and install new short footwalks for festoon maintenance, remove and replce bridge rails, provide and install a new electro-hydraulic bridge brake, provide and install hydraulic-type bridge bumpers, provide and install replacement bearings on each end of the main hoist drums, remove existing wiring and crane controls and prvide and install new,remove all bare copper bridge conductors and install a new festoon system, clean all external mechanical,structuraland electrical components/covers of the crane, provide and install new wire rope for each hoist, re-lubricate all components, inspect the condition of all mechanical components and report, and perform inspection, no load, and load testing of the crane at completion.The evaluation of proposals will be in accordance with the source selection procedures in the solicitation. Offerors shall submit a technical proposal and a price proposal, each independent and severable. Each proposal will be evaluated independently of the other by a technical evaluation team and a price evaluation team. The technical proposal shall not contain any references to price or pricing methods. The type size for technical proposal shall not be smaller than 12 cpi. Pages exceeding the 35 page limit will not be read. References will be required for past work experience and resumes for each offeror,s engineers, project managers and quality control managers. This will also apply to any subcontractors the offeror intends to make part of their proposal. This solicitation will be made available on The Naval Facilities Engineering Command Web Page at http://esol.navfac.navy.mil/ no later than Dec 22, 2000. All offerors submitting a proposal will be required to print, complete and return the necessary number of hard copies of the solicitation, including section K and any other clauses or provisions requiredf to be filled in by the offeror, as well as any attachments. The basis for any award resulting from the Request for Proposal shall be based on the best value to the Government, price, technical, and other factors considered, which will be evaluated on an equal basis. A pre-proposal conference will held approximately 15 days after initial issuance of the solicitation at Portsmouth Naval Shipyard.
