The contractor may be called upon to provide testimony in hearings and legal proceedings when violations are discovered. All individuals performing inspections and determining compliance with the asbestos NESHAP shall be properly trained, in accordance with EPA requirements. Training and maintaining technical skills is considered part of this contract. The contractor is expected to supply all equipment necessary to perform asbestos compliance inspections, in accordance with worker protection and other applicable regulations. The contractor will screen the notifications for established inspection targets, such as job size, proximity to populated areas, past violations by the abatement contractor, and other criteria. c. The contractor will call the notifier if there are questions about the information contained in the notification, or if the notification is incomplete. The contractor will, with the assistance of EPA if necessary, determine if the errors can be corrected with a phone call or if the notifier needs to resubmit the notification. d. EPA will be responsible for printing and duplication costs of new guidance documents. c. The contractor will initially receive assistance from EPA Seattle staff and Idaho Operations Office staff, or the EPA Headquarters asbestos ombudsman in answering the more technical questions.
