Description
NASA/Goddard Space Flight Center (GSFC) plans to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for engineering, design, development, test and integration of analog and mixed signal Application Specific Integrated Circuits (ASIC) to be part of the development of high channel detector arrays for astrophysical research. These ASIC designs shall include Pre-Amplifiers, Charge Sensitive and Shaping Amplifiers, Level Discriminators, Sample/Hold Circuits, Analog Multiplexers, Analog to Digital Converters, and associated digital control and logic readout circuits. Each channel shall be designed for optimal performance, lowest possible noise, wide dynamic range, and low power. Specifically, this development is required for the following spaceflight instruments: Gamma Ray Large Area Telescope, Positron-Electron Magnet Spectrometer, Gas Micro-Strip Detector as well as other time of flight sun-nanosecond electronics. Work must be performed on-site at NASA/GSFC. This requirement necessitates short turn-around times of two to three months per iteration for flight detector development in order to meet critical schedules and to mitigate schedule risk. The period of performance of this anticipated contract is expected to be three years. NASA/GSFC intends to purchase these services from Prime Circuits, Inc. on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. Prime Circuits is uniquely qualified to perform this effort based on their specialized experience in designing X-ray, gamma ray, and cosmic ray particle detector systems and in the development of electronic systems for astrophysical research programs on very short turn-around time bases. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See NASA Specific Note "B". See Note 22.
