U.S. Department of Transportation (DOT), Research and Special Programs Administration, Office of Contracts and Procurement, DMA-30, Room 7108, 400 7th St., SW, Washington, DC 20590 A-Commercial Technology Applications Program in Support of the Department of Transportation (DOT) Program on Remote Sensing Applications in Transportation. DTRS56-01-BAA-0001, Due 01/17/01, POC Warren D. Osterberg, (202) 366-6942. CONTRACT INFORMATION: BROAD AGENCY ANNOUNCEMENT soliciting preliminary proposals (White Papers), not to exceed 10 pages per project, on one or more projects outlined in this announcement. The program will validate and demonstrate commercial remote sensing products and spatial information technologies for application to national transportation infrastructure development, construction, and management practice. Four University Consortia have been established to provide the technology base, training, and technical services for remote sensing applications. This announcement addresses technology application projects that focus on trial testing and implementing commercial remote sensing technologies and methods to meet transportation requirements in the short term, generally within one year. The projects are primarily intended for businesses or service providers, state and local agencies, and/or transportation users. Universities and academic institutions are eligible to apply with appropriate partnerships with businesses and service providers or users. This solicitation revises the projects and processes that were addressed in the FY2000 Program (DTRS56-00-BAA-0005). Priorities for the FY2001 program will be placed in the following eight (8) project areas: 1. Regional Outreach on Remote Sensing Application: Objective is to develop best practices for decision making and application of remote sensing products at state, regional, and local levels; 2. Hazards, Safety, and Disaster Assessment and Response Management: Objective is to monitor and manage transportation hazards and minimize potential disruptions to critical transportation systems caused by natural disasters such as floods, tornadoes, earthquakes, and avalanches, etc.; winter hazards on roadways; and other unforseen events such as major accidents and fires that impact the serviceability of transportation systems; 3. Traffic Surveillance, Monitoring and Management: Objective is to demonstrate the application of remote sensing technology to monitor and assess traffic flow; congestion and bottlenecks to traffic flow; and provide options for integration of remote sensing data with Intelligent Transportation Systems for application to safety and at traffic management centers; 4. Remote Sensing Application to Modal and Intermodal Operations: Objective is to demonstrate remote sensing to monitor and manage modal operations such as vehicles on highways, transit systems, railroad tracks and systems including grade crossing safety; waterways including ports and intermodal operations including freight terminals; and freight transfer and management; 5. Remote Sensing Application to Infrastructure Management: Objective is to monitor, collect data, and manage transportation infrastructure including roadways, pavement, bridges, and other related structures; 6. Regional Data Base for Transportation Planning: Objective is to demonstrate automated transfer of remote sensing information to Geographic Information Systems (GIS), specifically on features of the land area most important to transportation; 7. Environmental Assessment, Integration, and Streamlining: Objective is to apply remote sensing technologies to measure environmental impact of transportation, including services for streamlining data collection to meet various Environmental Protection Agency (EPA) reporting requirements; and 8. International Competitiveness: Objectives are to enhance remote sensing technology exchange and increase the US industry market potential on proven remote sensing tools and technologies for transportation application in the global market including application workshops and forums. WHITE PAPERS: DOT is soliciting white papers from industry on the projects identified above. Each white paper, not to exceed 10 pages, shall include sufficient information to assess the following areas: 1) Technical merit of the concept; 2) Potential for payoff and lead time to reach transportation practice; 3) Technical experience and capabilities of the proposer; 4) Cost sharing contributions; and 5) Partnerships with state agencies and other product user groups. All of the above factors are of equal importance. Currently, it is planned that the DOT cost for each project will range from $50,000 to $150,000 with appropriate cost sharing contributions from proposers or in cooperation with users. In all correspondence to the RSPA Office of Contracts and Procurement, reference BAA DTRS56-01-BAA-0001. Proposers are informed that the DOT has a Memorandum of Understanding (MOU) with the National Aeronautics and Space Administration (NASA) for joint review and funding of remote sensing program proposals. NASA will release their own Broad Agency Announcement in the future that will address mutual project areas of interest to NASA and DOT, particularly related to Area #1 above: Regional Outreach on Remote Sensing Application. Early submission of white papers responding to BAA DTRS56-01-BAA-0001 is strongly encouraged. All white papers must be submitted to Mr. Warren D. Osterberg, Contracting Officer, Research and Special Programs Administration, ATTN: DMA-30, 400 Seventh Street, S.W., Room 7108, Washington, D.C. 20590, not later than 4:00 PM, Eastern Time, 01/17/01. BROAD AGENCY ANNOUNCEMENT: This Commerce Business Daily (CBD) notice, in conjunction with further announcement details available from the internet address identified above, constitutes the Broad Agency Announcement (BAA) as contemplated by FAR 6.102(d)(2). A formal RFP or other solicitation regarding this announcement will not be issued. NOTHING IN THIS ANNOUNCEMENT SHOULD BE CONSTRUED AS A COMMITMENT BY RSPA TO AWARD ANY OF THE PROJECT AREAS IDENTIFIED ABOVE. A Government panel will evaluate all white papers for responsiveness to the assessment areas stated in this BAA. Offerors providing white papers deemed worthy of further consideration and meeting the criteria of this BAA will be notified with possible suggestions for change in scope and detailed guidelines for submitting full proposals.
