Description
NASA/HQ plans to issue a Request for Offer RFOW-04318 for a book-length manuscript: Concerning the Government's R&D Investment and the American Aerospace Industry: This book will document the role of government investment in aerospace R&D and its affect in furthering the welfare of the Nation. The manuscript shall be book-length (approximately 350 pages) and shall be completed on a schedule of three years. Certain major areas will be covered in the book. The contractor shall review the results of the various historical economic studies of research and development investment in the aerospace sector. The contractor shall examine the impact of aerospace research and development on local economies, as well as regional and national ones. The contractor shall also place this study of aerospace research and development investment in context by comparing and contrasting it to at least one and preferably several significant other industries. The topic of NASA's technology transfer efforts and three case studies: one which is generally hailed as a success, one which is generally viewed as a failure, and one which is considered a middling success, shall be analyzed and included. The timeframe covered should be from 1915-2000, with emphasis on the years 1958-2000. This will be a study providing an overview of the economic and other impacts derived from work done by or sponsored by NASA in basic science and technological development. The book should address technology transfer within and beyond the aerospace sector. This study should represent a significant contribution to the on going debate within society at large about the relative importance and impact of investment in R&D. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 711510 and 5.0M, respectively. All qualified responsible sources may submit an offer, which shall be considered by the agency. The anticipated release date of the RFO is on or about November 27 with an anticipated offer due date of on or about December 18,2000. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, and PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
