- Sources are being sought for informational purposes only, at this time. The 30th Space Wing, Vandenberg AFB CA, is seeking input from industry with the technical expertise to provide services of a non-personal nature for the Wing Safety Performance & Evaluation Contract (WSPEC). This effort is a consolidation of the Flight Safety Analysis, Ground System Safety Analysis, Independent Verification & Validation (IV&V) and Technical Library contracts. Information (current Statement of Works) concerning the consolidated requirements have been posted to EPS for your perusal. The WSPEC contract will provide a core activity that manages technical and analytical support for mission requirements noted by the User/Operational Mission Plans, Support Agreements from the following areas: (a) Performance Evaluation, Test and Simulation (PET&S) of 30 SW Systems in support of the 30 SW mission (formerly IV&V); (b) services required under EWR 127-1 for supporting the Range Safety programs at the 30 SW for flight risk assessments and ground (system) safety analytical, scientific and engineering studies; and (c) technical library for technical studies, analyses, reports and contractor deliverables. Successful contractor must demonstrate among other things: (a) evidence of, or ability to obtain secret facility clearance; (b) adequate cost accounting system to support a cost reimbursable contract (Cost Plus Fixed Fee); and (c) evidence of relevant past and present performance as it relates to this acquisition. Contract will be for a six-month base period with five one-year options. The National Industrial Classification Systems Code is 54171 (500 employees) for this acquisition. If enough small business firms which can demonstrate qualifications set forth above express interest in proposing, this acquisition will be set aside for small business, otherwise it will be a full and open competition. Interested firms are requested to provide capability statements to Susan Dickson, 30 CONS/LGCZG, 806 13th Street, Vandenberg AFB CA 93437-5226 within 15 days of this publication, stating whether your firm is large or small business. The capability statement should evidence relevant experience in the above areas. Include any relevant contracts (commercial or government), contract numbers, dollar value, dates of performance, number and type of personnel involved, and government program manager. Note 1: Mid January is our anticipated release of the Draft RFP. Note 2: It is the responsibility of all potential offerors to monitor these sites for release of any future synopses or solicitation.
