Description
The US Army CECOM Acquisition Center proposes to acquire by negotiation services for the Information Mission Area (IMA), which encompasses a wide range of multifunctional requirements for providing integrated sustaining base information management services and support to USA CECOM at Fort Monmouth, New Jersey. The Department of Army (DA) has identified the Information Mission Area at USA CECOM as a commercial activity, subject to competition under the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities". Government personnel, augmented by support contractors, are currently performing these services. A cost comparison under OMB Circular No. A-76, "Performance of Commercial Activities", will be conducted by the Army to determine the most cost effective mode of operation, i.e., continued performance by government employees or by a contract performed by a commercial entity. Requirements include the following major functional areas: Automation Support, Telecommunications Support, Computer Operations, Automatic Data Processing Equipment/Hardware Maintenance and Workplace Automation. Services shall be performed at Fort Monmouth, New Jersey and facilities shall be provided. Security classification requirements will be set forth in the DD Form 254, Contract Security Classification Specification. Please note that a minimum number of TOP SECRET Clearances shall be required. The Period of Performance shall be for one four (4) month transition period (commencing approximately August 2001), one base year (commencing approximately December 2001), and four (4) one year option periods immediately following. The proposed contract type is Firm-Fixed Price.
