- The Air Armament Center (AAC) is pursuing conversion of a portion of its Aircraft Maintenance Backshop function to a contract activity based on an OMB Circular A-76 study. AAC contemplates release of a solicitation within the next 6 months. THIS IS ONLY AN ESTIMATED DATE. The functions under study include the following duties: Provide F-15, F-16, A-10, UH1N, and C-130 aircraft and engine maintenance, and modifications to aircraft and non-aircraft equipment, in support of the 46th Test Wing. Provide maintenance for transient aircraft. Accomplish on-equipment maintenance of aircraft systems including avionics, armament, fuel, aircraft and structural repair, and egress. Accomplishes off-equipment maintenance of aircraft systems including electro-environmental, fuel, pneudraulics, egress, aircraft repair, wheel and tire, avionics, propulsion, armament, structural repair, and associated equipment. Coordinate maintenance operations; provide plans, scheduling, and documentation of aircraft utilization, maintenance analysis, and supply liaison. The number of funded authorizations performing the services currently are: 196 military and 123 civilians. The proposed service North American Industry Classification System (NAICS Code) for this acquisition is 488190 ($5 million). An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or Contract Specialist identified above. The Government reserves the right to consider this acquisition for a small business set-aside based on the responses to this synopsis. Contractors should check this website for updates.
