Description
The U.S. Department of Labor, Employment and Training Administration(DOL/ETA) is soliciting proposals for technical assistance to and evaluation of the Youth Offender Demonstration Program. The central goals of the Youth Offender Demonstration Program are to help youth offenders, gang members and youth at risk of gang involvement between the ages of 14 and 24 attain long-term employment at wage levels that will prevent future dependency and to break the cycle of crime and juvenile delinquency that contributes to recidivism. The demonstration endeavors to develop better community strategies to reduce delinquent behavior among troubled young people. It encourages strong partnerships to fill gaps in the community's existing interventions dealing with youth offenders and to reconnect these young people with caring adults and positive activities in the community. The period of performance for the prospective award will be thirty (30)months from the date of contract execution. This requirement is a 100% Small Business Set-Aside. The NAICS Code is 541720 and the Size Standard is $5 million. Request for Proposals will be available on our Department of Labor, Employment and Training Administration's Internet Home Page at http://www.doleta.gov, approximately 15 days from the date of publication. Request for Proposals in hard copy form will also be available upon written request, only on a first come, first-served basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date for receipt of proposals will be January 26, 2001, at 2:00 p.m. local time. Requests for proposals must cite RFP-DCS-01-04 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the web site for any amendments made to this solicitation.
