M -- Army Atlanta Contracting Center (AACC) at Fort McPherson, GA intends to issue a "DRAFT" Request for Proposal (DRFP) for industry comments regarding the whole base operation support functions at the Joint Readiness Training Center (JRTC), Fort Polk, Louisiana on or about 06 December 2000. The AACC requests that industry carefully review the draft solicitation and offer your comments no later than 10 working days after date "DRFP" is posted to the AACC website. This procurement will be conducted as a cost comparison under the Commercial Activity OMB Circular A-76 "Performance of Commercial Activities" guidelines, and will cover a wide range of multifunctional requirements to provide all resources and management necessary for base operation support at the JRTC and Fort Polk, LA. Cost comparison study includes the following major functional areas, which may be subject to change depending upon mission requirements: Directorate of Logistics (DOL); Directorate of Public Works (DPW); Directorate of Community and Family Activities (DCFA); G3/Directorate of Plans, Training, Mobilization and Security (DPTMS); and G1/Adjutant General (AG). Government personnel are currently performing these services. This cost comparison under OMB Circular A-76 is being conducted by the Army to determine the most cost effective mode of operation, i.e., continued performance by government employees or through a contract performed by a commercial entity. A contract may or may not be awarded as a result of the final solicitation if government performance is determined to be more advantageous. Interested offeror's will be required to submit a technical, past performance, subcontracting and cost proposal with associated documentation. The Standard Industrial Classification Code (SIC) for this requirement is 8744, Base Maintenance, with a size standard of $20 Million. Market research has been performed and requirement will be solicited on an unrestricted basis. Period of performance for this acquisition includes a phase-in period, a base year and four (4) one year option periods. Any contract award will be on an ALL or NONE basis and only one contract will be awarded. The contract type will be cost plus award fee (CPAF). It is anticipated that the "DRFP" will be issued on or about 06 December 2000 and will be available for ten (10) working days from the date it is posted to the AACC website, in order to allow potential offerors the opportunity to submit questions and comments. Potential offerors should submit their questions and comments in accordance with the instructions included in the "DRFP." Questions and comments received by potential offerors will be considered by the government in preparation of the final solicitation. Any changes made will be at the sole discretion of the contracting officer. Time does not permit individual responses to submitters comments. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to request for industry comments.
