- Description
- The Defense Energy Support Center (DESC), in conjunction with Picatinny Arsenal, plans to offer the privatization of the electrical distribution system at Picatinny Arsenal, New Jersey. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, a firm will be selected to assume ownership of the electrical distribution system. The successful firm will be required to purchase the existing system from the Government and may be required to provide expansions to the system to meet future needs of the Government. The successful contractor may or may not be the supplier of the commodity procured by the Government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate, the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement as an attachment to the RFP. The utility system will be conveyed via a Bill of Sale upon award of the contract. The Contractor's proposal and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. The Utility System being privatized is described as follows: Picatinny Arsenal Electrical Distribution System Picatinny Arsenal is supplied by and purchases power from the General Public Utilities Corporation (GPU) at 34.5 kV to two master-metered delivery points. Picatinny Arsenal owns, operates and maintains the entire electrical system downstream of these meters. The electric distribution system is comprised of 2 distribution substations (Substation No.1 receives 2 power in feeders from switch station at 34.5 kV with 5 exit feeders at 12.47 kV & Substation No. 2 receives 2 power in feeders from switch station at 34.5 kV with 5 exit feeders at 12.47 kV), there are approximately 51.9 circuit miles of overhead primary distribution lines, approximately 2.196 circuit miles of overhead secondary distribution lines, 1.9 circuit miles of underground primary, 0.327 miles of underground secondary, approximately 630 each pole type transformers (ranging in size from 15 kVA to 167 kVA) , 56 each pad mounted transformers (ranging in size from 75 kVA to 2000 kVA), approximately 9.5 circuit miles of overhead/underground street lighting circuits, 519 streetlight fixtures, and 144 streetlight poles. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan.
