Description
FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. OFFERORS ARE ADVISED THAT THE COST OF ANY RESPONSE TO OR OTHER COST INCURRED AS A RESULT OF THIS SOLICITATION IS AT THE OFFEROR'S OWN RISK. UNLESS FUNDS ARE MADE AVAILABLE FOR THIS REQUIREMENT, NO CONTRACT WILL BE AWARDED. The United States Air Force is requesting proposal to conduct a full and open, negotiated competition for the replacement of the sewer and water systems in the Battle Road Glen section of housing, Hanscom AFB, MA. The procurement will be a one step "Design-Build" process. The work will consist of a detail topographic survey of the site, which will include the location of all existing utilities, design of the new sewer and water systems and the construction of the new water and sewer sitemaps. The project involves all labor, supervision, materials, equipment, tools, transportation and performance of all operations required to complete the aforementioned work in accordance with the drawings and specifications. Proposal design drawings are required to be in the Government's target computer-aided design system, Microstation, version SE or higher. The magnitude of the project is between $500,000 and $750,000. A Firm-Fixed Price contract is planned with an expected period of performance of 9 months. The solicitation for this project will ONLY be available at the following internet address: http://www.herbb.hanscom.af.mil. Drawings for this solicitation will be available in Sourceview format. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database in order to receive an award. Applications for CCR registration may be obtained or completed at the Internet address: http://www.ccr2000.com or by calling 1-888-227-2423. The Request for Proposal (RFP) will be released on or about 29 December 2000. Proposals will be due on or about 29 January 2001 and can be mailed or hand delivered to 20 Schilling Cir., Bldg. 1305, 3rd Fl., Hanscom AFB, MA 01731. The government reserves the right to cancel this solicitation either before or after receipt of proposals, with no obligation to the offeror by the Government. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
