- Description
- This is a notice of intent to increase the estimated value of contract N00421-99-D-1595 with Teletronics Technology Corporation (TTC), at 2910 Franks Road, Unit 1, Huntingdon Valley, PA 19006. The contract is an indefinite delivery, indefinite quantity (IDIQ) type providing for issuance of firm fixed price orders for the delivery of data acquisition units (DAUs) that function in accordance with the Common Airborne Instrumentation System (CAIS) bus interface standard. Associated deliveries may include software, manuals, maintenance and technical services in support of CAIS. The contract expires on 03 June 2004, if all options are exercised. The current estimated value for which the Government may place orders under this contract is $4.5 million, including option periods. This action is proposed to increase the estimated value by $3.0 million to $7.5 million. The authority cited for this proposed action is 10 USC 2304(c)(1) as implemented by FAR 6.302-1 -- only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. This determination is made based on the requirement for DAUs that function with the CAIS bus interface standard to meet flight test instrumentation requirements of the Air Force, Army, and Navy for such programs as the F-18E/F, F-22, and Joint Strike Fighter. The applicable NAICS Code is 336413 (size standard of 1,000 employees). A short time has elapsed since a competitive procurement was conducted for these items, and a limited number of sources was revealed as a result. Thus, it has been deemed that competition of this requirement to increase the estimated value of contract N00421-99-D-1595 would likely result in a substantial duplication of procurement costs to the Government that is not expected to be recovered through such a competition. This is not a request for competitive proposals. However, the Government will consider all responses received within 15 days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely at the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. Award of the modification to increase the contract value is anticipated to be accomplished on or before 07 January 2001.
