- Description
- The Defense Energy Support Center (DESC) on behalf of Fort Bliss, Texas and White Sands Missile Range (WSMR), New Mexico is soliciting for electricity generated from a a Contractor Owned-Contractor Operated (COCO), wind turbine facility. Requirements under a resultant contract include a turnkey operation, to include but not limited to: measurement of wind resources, wind turbine installation, interconnect with transmission systems, and operation and maintenance, in addition to the supply of electricity. The procurement will be a competitive, best value solicitation to develop this renewable energy source. Offerors will be evaluated on managerial, technical, financial, socioeconomic and pricing factors. In accordance with the authority granted under 10 U.S.C. 2394, the contract term may be for up to 30 years. The procurement will be conducted in a phased approach, with the first step in the procurement process being all parties interested in offering will submit technical and pricing proposals. Since verifiable wind data is not available, ranges of prices will be sought based on best estimates of potential wind energy. Based on the Government's evaluation of technical and price, two offerors will be selected and allowed to construct wind measurement masts at sites that appear to have the greatest power generation potential. Both will be allowed to gather wind data for approximately one year. If the project proves viable, whichever offeror offered the best range of prices and/or terms and conditions, will be awarded the contract for the installation of wind turbines at the sites determined viable. The contractor will own, operate, and maintain the wind turbine power generating facility, which may be located either on or outside Government-owned property. The successful industry participant, after a full and open competitive source selection/best value process, will wholly own and be 100% responsible for all electricity produced, with a resultant electricity supply contract awarded. If the project is not feasible for either the two industry participants or the government, a contract will not be awarded. The Government will not be held responsible, nor compensate offerors, for the cost of wind resource measurement, whether a contract is awarded or not. The quantity of electricity supply that may be delivered under any resultant contract may go up to 10 MW for Ft. Bliss and up to 6 MW for WSMR.
