Description
THIS REQUIREMENT WILL BE PROCURED UTILIZING FULL AND OPEN COMPETITIVE PROCEDURES. The U.S. Environmental Protection Agency (EPA), Office of Environmental Information (OEI), Office of Information Analysis and Access (OIAA) has a requirement, entitled "EPCRA, PPA Outreach and Program Support", for multidisciplinary support to implement the Toxics Release Inventory Program under EPCRA Section 313; increase the ability of the Agency and the public to understand information about toxic chemicals; augment the utility of the TRI and other toxic chemical information tools maintained by the Agency; conduct analyses of potential Agency initiatives in the areas of right-to-know; and provide for economic analyses in support of OEI's mission to advance the creation, management and use of data as a strategic resource to enhance public health and environmental protection, inform decision-making, and improve the public's access to information about environmental conditions. This effort may include supporting the Agency's regulatory activities under EPCRA and PPA; supporting the development of TRI reporting forms, instructions and guidance; evaluating environmental release estimates and data quality reviews; conducting TRI reporting workshops that provide instruction on how to comply with EPCRA Section 313 TRI record keeping and reporting requirements; analysis of TRI and related data and preparation of reports; provide market, economic, and technical profiles of industry sectors; provide economic analyses to support the preparation of documents used in OIAA rule-making and non-rule-making activities; and conduct surveys in support of the OIAA program. EPA anticipates the award of a cost-plus-fixed-fee, work assignment, level of effort type contract for a total of 114,400 professional level labor hours. This consists of a base requirement of 23,600 hours with an increased quantity option of 5,000 hours and three (3) twelve-month options of 23,600 hours each with increased quantity options of 5,000 hours each year. A Request for Proposal (RFP) is anticipated to be issued and posted on the U.S. EPA Website at www.epa.gov/oam/hpod approximately January 7, 2001. For informational purposes, this procurement is being conducted under NAICS code 54171.
