Description
This is a Notice of Intent to modify Contract No. 263-C-00-99-00009-00 (Alexandria Water "AWGA" Master Plan), with Camp Dresser & McKee International, Inc. for five months of additional level of effort. Among other services, the contractor under this contract currently provides engineering and construction management services to the Alexandria Water General Authority (AWGA) including institutional services required to engage community participation in the improvement of the water service for the urban poor in a pilot area called (Mohsen El Kobra) throughout the implementation of the water service improvement to the urban poor component under the Master-plan contract. For this procurement, the U.S. government intends to solicit and negotiate with only one source under the authority of AIDAR 706.302-70(b)(5). The purpose of this extension is to allow for the completion of: (a) Engineering construction management services to AWGA during the construction of the water system improvements at Mohsen El Kobra Urban Poor Demonstration Program; (b) Work initiated under the Master Plan contract to assist AWGA develop protocols for, evaluation of, and consequent rehabilitation recommendations for start-up of El Nozha water treatment plant, and providing support to AWGA in resolving current raw water supply conflicts with the Ministry of Water Resources and Irrigation; (c) Continue support of GIS activities, to expand on the pilot work begun under the Master Plan with AWGA staff; (d) Continue support of AWGA's project planning department in developing options for funding Master-plan recommended projects; and (e) continue assistance to AWGA in: water demand forecasting, which has been delayed for reasons beyond the contractor's control. There will be no solicitation documents issued for this proposed action. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive proposals. However, the government will consider all proposals received within forty five days after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
