- Description
- This serves as a sources sought notice to locate qualified sources for Environmental Remediation Services for the Department of Transportation and other Federal Agencies. This sources sought will assist the Volpe Center in developing the acquisition strategy for the procurement. The contractor will provide environmental remediation services for multiple hazardous, toxic and radioactive (HRTW) sites for the Volpe National Transportation Systems Center, U.S. Department of Transportation and other Federal agencies. The services to be performed are an integral part of environmental remediation activities undertaken by the Volpe Center in support of organizations within the United States Department of Transportation, such as the Federal Aviation Administration, and other Volpe Center clients i ncluding the U.S. Environmental Protection Agency. The contractor must have the ability to simultaneously remediate multiple, complex and highly visible cleanups of high quality in a timely manner and at a reasonable cost in accordance with all applicable laws and regulations cited below. HTRW sites will not be limited to the geographic boundaries of the United States, but may be located anywhere in the world. The contractor will be required to provide environmental cleanup in accordance with Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) as amended by Superfund Amendments and Reauthorization Act of 1986 (SARA), Subtitle I of the Resource Conservation and Recovery Act (RCRA) as amended by SARA of 1986 and The Clean Water Act, as am ended by the Oil Pollution Act of 1990 (OPA). Environmental remediation may include excavation, removal and transportation of waste, demolition, disposal, well drilling and installation, construction of treatment plants, installation of monitoring systems, construction and operation of in-situ bioremediation systems, operation of treatment systems, and implementation of innovative remediation technologies. An Indefinite Delivery/Indefinite Quantity contract with Cost Plus Fixed Fee and Firm Fixed Price provisions is anticipated. The estimated Level of Effort is 312,250 labor hours over the five year period. Any interested source who can provide these requirements, is invited to submit a written qualification statement as it relates to relevant past performance(previous or current experie nce) similar to the requirement for the past five (5) years. The package shall include the following: (1) Name and address of applicant(Corporate/Principal Office) (2) Name, telephone and fax number of point of contact (3) Date firm started (4) NAICS Code (5) Type of business (i.e.: small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified) (6) Bonding capacity, (7) Contractor's capabilities to meet the following as related to the scope: Ability to simultaneously remediate multiple, complex and highly visible cleanups of high quality in a timely manner and at a reasonable cost in accordance with all applicable laws and regulations cited above. Capabilities will be judged by previous and current experience. All ca pability information shall include: Contract number; customer (DOD agency, other government agency); Contracting Officer's Representative (COR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. All of the information sought should be conveyed in no more than 10 pages. Each response must reference the sources sought title. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 562910 and the small business size standard is 500 employees.
