Description
Item 0001 SPECIFICATION FOR A NEW ACID DIP TANK. Qty 1 Ea. A. Purpose:This specification is for the removal and replacement of an existing acid dip tank. This is a turnkey project with the vendor responsible from start to finish. The new tank will contain a heated (125" F)mixture of sulfuric acid and sodium dichromate or 10 percent hydrochloric acid. NOTE: A site visit is required prior to bid submission and will be coordinated through the purchasing activity. B. Equipment: Item 1. One l/4 inch thick carbon steel tank 108 inch inside length x 60 inch inside width x 60 inch inside depth with 3 inch wide angle rim and structural reinforcement to suit. Tank is to be painted with gray epoxy. NOTE: Tank must fit between two existing tanks and overall length, including angle rim, cannot exceed 114 inches. Tank will be heated (125 OF) using existing Teflon steam coils hung along the 108 inch sides. Item 2. One 8 inch high polypropylene grid type support base for above tank (replaces wood timbers presently being used). Item 3. One rigid liner fitted to the inside and covering the flanges of the above tank that is unaffected by hot (125" F) solutions of either 10% sulfuric acid and sodium dichromate or a 10% hydrochloric acid. Liner thickness to be l/2 inch minimum. C. Removal of existing tank and Installation of new tank. The present tank is constructed of carbon steel with a fiberglass covering, situated between existing tanks and resting on deteriorated timbers on a sunken floor. The timbers may contain a residue of hydrochloric acid and/or sodium hydroxide. There is a light duty steel grating at grade level for personnel to walk on. A PVC ventilation hood and ductwork is resting on the back flange of the tank and will have to be elevated or partially removed to clear the tank and repositioned or reinstalled after installation of the new tank. Item 4. Remove and dispose of old tank and timbers. Item 5. Set support base, new tank, and liner in place between existing tanks and reset or reconnect ventilation system. D. Conditions: 1. The work area is located within the Controlled Industrial Area (CIA). Personnel must have contractors badges or be escorted at all times. 2 . All personnel entering the shipyard must be citizens of the United States. 3. Vendor is responsible for all rigging and crane services. Portsmouth Naval Shipyard weight handling equipment cannot be used.4. The cleaning room is currently shut down for repairs and cleaning. 5. 110 Volt power is available. 6 . All work is to be accomplished within PNS normal work hours, 7:00 AM to 3:30 PM. This is a combined synopsis/solicitation for a new acid dip tank with the complete removal of existing tank, and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ) N00102-01-Q-1042. The solicitation document and incorporated provisions and clauses are those in effect in Federal Acquisition Circular 97-20, part 12. This acquisition is reserved for Small Business. However, the quota's size status may affect entitlement to award in the case of a tie. Award shall be made to the responsible offer quoting the lowest overall price.
