Description
This is a combined Synopsis Solicitation for Commerical Items prepared in accordance with information in FAR subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is PCORPS-01-R-1006 and is issued as a Request for Proposals (RFP). This solicitation documents and incorporates provisions and clasues in effect through Federal Acquisition Circular 90-42. The Standard Industrial Classification (SIC)code is 7313. This procurment is unrestricted and is being advertised as full and open competition. Peace Corps intends to award a fixed priced type contract. The Peace Corps seeks the services of an advertising/marketing agency (hereinafter, the _Contractor_) to assist in the development and implementation of a Public Service Announcement (PSA) campaign. The purpose of the campaign will be to recruit new Volunteers for service overseas and to expand the public_s awareness of the Peace Corps and the work of Volunteers in developing countries. The PSA campaign will consist of TV and radio ads. To assist the Contractor in the development of the PSA campaign, the Peace Corps will provide the following: 1) Full access to the Peace Corps_ photo archives and video footage; 2) Previously produced Peace Corps PSAs, print, and collateral samples; 3) All available research; and 4) Full access to staff members at the Peace Corps for regular consultations and advice about the agency, its volunteers, and previous PSA campaigns. SCOPE OF WORK The campaign will consist of the following deliverables with delivery dates at the end of February 2001. A) Television Ads-Television PSAs must be broadcast quality. The Contractor shall create an ad concept that follows the current Peace Corps campaign theme and execute development of the ad to the specifications following. Music: Must be of the highest quality and can be either stock or composed. Format: 1 Betacam SP split audio and 1 Betacam SP mixed audio. Length: :60, :30, :25/:05(station identification for last five seconds), :20, :15, :10. Language: All versions in English plus two spots (:30 and :15) in Spanish targeted to the Hispanic American audience. Review process: Music must be approved by the Peace Corps before the rough cut. The Contractor will not contract with or schedule a recording session with the selected voice-over talent until authorized to do so by the Peace Corps. The Contractor will provide a VHS tape of the rough cut with all production elements present for review before proceeding to fine cut Betacam SP master. Upon acceptance of the off-line edit of the television ad, the Contractor shall perform the on-line edit and audio sweetening. Legal Requirements: The Contractor will ensure that all copyrights, waivers, and other legal requirements are met regarding the rights of the Peace Corps to use the music and voiceover in perpetuity in the television ads. All original music scores will become the property of the Peace Corps, with unlimited rights. B) Radio Ads- The Contractor will furnish ad concept, voice-over, music and sound effects with the following specifications: Music: Must be of the highest quality and can be either stock or composed specifically for the project. Format: Ads must be prepared for placement on compact disc for duplication and distribution. Length: :60, :30, :20, :15, :10. Language: All versions in English plus two spots (:30 and :15) in Spanish targeted to the Hispanic American audience. Review process: Music must be approved by the Peace Corps before the rough cut. The Contractor will not contract with or schedule a recording session with the selected voice-over talent until authorized to do so by the Peace Corps. The Contractor will provide a tape of the radio spots for review before proceeding to final DAT master. Upon acceptance of the off-line edit of the radio ad, the Contractor shall perform the on-line edit and audio sweetening. Legal Requirements: The Contractor will ensure that all copyrights, waivers, and other legal requirements are met regarding the rights of the Peace Corps to use the music and voiceover in perpetuity in the radio ads. All original music scores will become the property of the Peace Corps, with unlimited rights. Rights All materials produced under this contract become the exclusive property of the Peace Corps. The Contractor may not retain or use any materials produced under this contract except for self-promotion. Requirements for Proposal In developing the response to this RFP and its statement of work, the Contractor is strongly encouraged to present the most cost-effective method for completing quality projects. The goal is to produce the highest quality deliverables in the most cost-efficient manner. For the purposes of this bid please submit: 1) In narrative and/or portfolio form, two applicable PSA campaigns undertaken by you within the past two years within the $100,000 to $150,000 price range. Work samples must include television and radio work. Contractors are encouraged to submit work samples from both mediums whether the samples were a part of a PSA campaign or not; 2) Resumes and recent work samples (within 12 months) of key personnel who will be working on the account throughout the duration; 3) In narrative form, a proposed approach to researching and understanding the Peace Corps_ mission and creative needs. This is not to be a creative proposal or spec work, but a summary of how the contractor would approach the job and collaborate with the Peace Corps; 4) A budget for creation and development of this campaign and deliverables. This should include all items required under this statement of work as well as visits/meetings with Peace Corps at Peace Corps headquarters in Washington, DC; 5) A list of three client references. Criteria for Evaluation Selection for award of the contract will be based on the greatest technical/creative value to Peace Corps; price is a factor but weighted less than technical. The Contracting Officer will select the proposal offering the greatest value to the Peace Corps by using the trade-off process. The criteria are arranged in order of importance: 1) Evaluation of samples of previous work provided including: creativity, technical quality of format, graphics, and imaginative approach; 2) Strength of proposed approach to understanding the Peace Corps_ mission and its creative vision; 3) Qualifications and relevant experience of proposed creative team members in producing recruitment/PSA campaigns; 4) Past performance references provided; and 5) Cost. Clauses/provisions: FAR Clause 52.212-1 "Instructions to Offerors Commerical," is hereby included by reference: FAR provision 52.212-2 Evaluation -- Commerical Items applies to this acquistion FAR provision 52.212-3 Offeror Representations and Certifications-Commerical Items shall be completed and submitted with the Proposal.
