Description
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to solicit as a small-business-set-aside for Sonar In-Situ Mode Assessment System (SIMAS) 6.X Interface engineering support for SIMAS Backfit Project under AN/SQQ-89(V)6/12 Torpedo Alertment Upgrade (TAU) 5.0. This effort will require extensive knowledge of SIMAS software and function, of Sensor Performance Prediction Functional Segment (SPPFS) software and function, and of AN/SQQ-89(V)6/12 baseline and software. Further and in accordance with FAR 9.505-3; whereas this contract provides for the technical evaluation of other Contractors' products or services, the Contractor shall not furnish to the United States Government, either as a prime contractor, as a subcontractor, or as a consultant to a prime contractor or subcontractor, the Sensor Performance Prediction Functional Segment (SPPFS) for the AN/BQQ-89(V)15 or the SIMAS 6.X (except for the interface requirements for the SIMAS 6.X), or their subsystems or components, except that it may participate in related Integrated Product Teams (IPT's). The contractor shall perform an assessment of the SIMAS Backfit Project and make recommendations. Upon approval of recommendations, the contractor shall test, evaluate and adapt SPPFS functionality to SIMAS 6.X interface for TAU 5.0. When TAU 5.0 is delivered to the fleet, the contractor shall provide integration support where SIMAS 6.X interface is concerned. The period of performance will be three years from the date of award. Type of contract will be cost plus fixed fee (term) definitive contract. Total estimated level of effort for all three years is 27,000 man-hours (MH) including 10,000 MH of Systems Engineer III and 10,000 MH of Computer Engineer III. The remaining man-hours are estimated for a Program Manager, Technical Writer and Word Processor III. Award will be made on the basis of best value for the Government. Evaluation factors: Personnel, Past Performance and Cost. Some of this effort has been performed by Rite-Solutions of Middletown, Rhode Island. The Request for Proposals (RFP) should be released on or after 22 December 2000. All responsible sources may submit a proposal that will be considered by the agency. Number Note 1 applies.
