Description
See Note 1. The Defence Contract Audit Agency has requirement for drug test monitoring. This requirement is being issued by Gov.Works under the franchise authority of the Department of Interior on behalf of the Defense Contract Audit Agency (DCAA). DCAA performs all necessary contract auditing for the Department of Defense and provides accounting and financial advisory services to all DoD procurement and contract administration activities regarding the negotiation, administration, and settlement of contracts and subcontracts. DCAA also provides contract audit services to other government agencies on a reimbursable basis. The major organizational components of DCAA are: Headquarters, located at Ft. Belvoir, VA; five regional offices located in Smyrna, GA; Lowell, MA; Irving, TX; Philadelphia, PA; and La Mirada, CA; 93 field audit offices and approximately 286 suboffices. Specific locations and addresses of DCAA offices may be found in the Directory of DCAA Offices at www.dcaa.mil under DCAA Publications. DCAA's total staffing is approximately 4,400. The Department of Defense requires each Defense Agency to randomly test fifty percent of personnel in Testing Designated Positions each fiscal year which accounts for approximately 700 drug tests each year for DCAA. DCAA currently has in place a delivery order for the nationwide collection of 700 urine specimens and a delivery order for testing and testimony services of those 700 specimens. Therefore, DCAA has a requirement for a Contractor to perform drug testing coordinator duties that includes preparing and maintaining data on employees subject to testing; coordinate the location and availability of employees to be tested; ensure that the employee shows up at the test site and submits a specimen; schedule shipment of the specimen kit for collection to the most appropriate location for the individuals geographical location; and prepares letters on negative tests and mails them to the appropriate address designated by the DCAA Program Manager. Contractor employees will be required to meet all security and safety regulations pertinent to the work location and are designated as non-critical sensitive and will require at a minimum a favorably adjudicated National Agency Check with Inquiries. Only United States citizens my be assigned work pursuant to this effort and proof of citizenship is required. Contractor's should have expertise, knowledge, and experience with DCAA's human resource system and drug testing program. The 700 random tests must be completed no later than 30 September 2001.
