- 2001 Personnel Recovery Conference January 22-24, 2001 Crystal City, VA The United States enters the new millennium with a vision for joint operations, the need to support coalition operations, a highly capable and heavily tasked military force, and expanded missions. Preserving the lives and well-being of U.S. military, DoD civilian, and contract service employees placed in danger of isolation while participating in a U.S.-sponsored activity or mission remains one of the highest priorities of DoD. The United States remains committed to its moral obligation to protect its personnel, to prevent their exploitation by America's adversaries, to reduce the potential for captured personnel to be used as leverage against the United States, and to preserve the nation's ability to meet its national objectives. Personnel recovery remains a critical issue in an environment where the capture and exploitation of even a single individual can threaten the national will to persevere. The personnel recovery mission is a high-stakes crisis operation likely to occur whenever military forces are employed overseas. We must ensure the nation's readiness to succeed. Various elements of the personnel recovery community have opportunities to meet each year and discuss recovery needs and capabilities. At the combatant command level, every command has formed a Personnel Recovery Council that meets at least once a year to discuss theater-specific issues regarding recovery. At the DoD level, the Joint Personnel Recovery Agency (JPRA) sponsors two conferences annually, one a DoD-wide Survival, Evasion, Resistance, and Escape (SERE) conference, the other a personnel recovery conference that addresses operational issues. Why another conference? This Government-wide conference provides a forum for the community at large to discuss its common mission elements and issues and to identify and act upon policy opportunities and options for change. This community-wide perspective is useful to provide a shared understanding of the mission area across the community and to ensure that policy and oversight authorities are fully aware of the organizational and operational considerations inherent in the mission and vice versa. Who Will Attend: In addition to inviting key members of the DoD leadership, DPMO has invited intelligence community leaders, senior officials from the interagency community, and industry representatives. For the first time, DPMO opened participation to U.S. allied and coalition partners. The agenda includes a combination of plenary, panel, and workshop sessions. Topics cover the full spectrum of personnel recovery, including operations in a coalition environment, search and rescue (SAR) as a means of theater engagement, DoD technology requirements to support personnel recovery, and industry solutions. Although the overall conference is primarily unclassified, DPMO has arranged for a limited number of classified discussions in a nearby facility. Industry and government exhibits and displays will be available for review by all attendees. Location/Hotel: The conference is being held at the Hyatt Regency Crystal City, 2799 Jefferson Davis Highway, Arlington, VA. A block of rooms has been reserved at a special group rate.
